Article 12 Review ProceduresSection 12.14 Certificates <strong>of</strong> Appropriateness (Historic)changes. For new construction, all buildings and other siteimprovements must be indicated on the drawings.As used herein, “drawings” mean plot plans, elevations, and/orperspectives drawn at a scale with sufficient detail to show thelocation <strong>of</strong> improvements on the site (if applicable) and thearchitectural design and exterior appearance <strong>of</strong> buildings andstructures on the site. <strong>The</strong>se drawings must include thefollowing information:(a) Existing and proposed principal and accessory buildings,including location, dimensions and height;(b) Access points and <strong>of</strong>f-street parking spaces;(c) Driveways, sidewalks, walkways, terraces, and other pavedsurfaces;(d) Accessory structures, including walls, fences, porches,lighting, signs, and other site improvements;(e) Existing and proposed landscape areas and materials, ifproposed to be altered;(f) Proposed materials, textures, and colors, includingsamples <strong>of</strong> materials or color samples.3. An application for a Certificate <strong>of</strong> Appropriateness is notconsidered complete until all illustrative material necessary toadequately describe the proposed project has been submitted tothe staff. <strong>The</strong> Urban Design Review Board may refuse toconsider an application for a Certificate <strong>of</strong> Appropriateness if itjudges that insufficient information has been provided by theapplicant.12.14.03 staff approval<strong>The</strong> staff <strong>of</strong> the Urban Design Review Board is hereby authorized to issueCertificates <strong>of</strong> Appropriateness without review by the Urban Design Review Board,under the following circumstances:A. An application may be approved by the staff only if it is for analteration to an existing structure and the procedures and criteriaoutlined in Sec. 12.14.06A are followed. <strong>The</strong> application must bedetermined to be consistent with the <strong>Covington</strong> Historic Area DesignGuidelines as adopted by <strong>Ordinance</strong> O-89-88 and incorporated hereinat Table <strong>of</strong> Special <strong>Ordinance</strong>s, Table VI.B. <strong>The</strong> staff may not approve any application for new construction ordemolition <strong>of</strong> a structure.C. <strong>The</strong> staff may refer any project to the Urban Design Review Boardupon which it may otherwise act, due to the complexity <strong>of</strong> the projector uncertainty as to its consistency with the <strong>Covington</strong> Historic AreaDesign Guidelines as adopted by <strong>Ordinance</strong> O-89-88 andincorporated herein at Table <strong>of</strong> Special <strong>Ordinance</strong>s, Table VI.<strong>Covington</strong>, <strong>Kentucky</strong><strong>Zoning</strong> <strong>Ordinance</strong> Draft: 6/22/05Page 12-38
