In recognition <strong>of</strong> the city’s diversityand to allow maximum flexibility to address the differences that exist among areas, thecommercial and industrial zone classifications consists <strong>of</strong> interchangeable partsregulating each <strong>of</strong> these three items. In the CN-1P zone, for example, the use/activitydesignation is represented by the letters “CN,” (neighborhood commercial) the intensitydesignation is represented by the numeral “1” (a low-intensity designation) and thecharacter designation is represented by the letter “P” (pedestrian) that follows thenumeral. <strong>The</strong> zone regulations are described in the following sections <strong>of</strong> this article.Section 3.02 Purpose and Character <strong>of</strong> Zones3.02.01 GeneralA. <strong>The</strong> commercial zones are intended to accommodate retail, service,business and commercial uses and to ensure that commercial-zonedareas are compatible with the surrounding neighborhood in terms <strong>of</strong>physical character and operating characteristics.B. Many commercial zones are also intended to accommodate mixed-usedevelopment consisting <strong>of</strong> commercial uses on the ground floor or onlower-floors, with residential uses located on upper floors. This type<strong>of</strong> vertical, mixed-use development is encouraged in many areas <strong>of</strong> thecity because it reflects the city’s traditional urban, pedestrian-orientedcharacter.C. <strong>The</strong> industrial zones are intended to accommodate manufacturing,warehousing, wholesale and industrial uses. <strong>The</strong> regulations areintended to promote the economic viability <strong>of</strong> manufacturing andindustrial uses; encourage employment growth; and limit theencroachment <strong>of</strong> unplanned residential and other non-industrialdevelopment within industrial areas.3.02.02 CN, Commercial–NeighborhoodA. CN zones are intended to accommodate mixed-use, neighborhoodservingcommercial uses that have a relatively small-scale, pedestrianorientedcharacter.B.
