Article 5 Overlay ZonesSection 5.06 MHP-O, Mobile Home Park Overlayrealized, the type <strong>of</strong> development identified by the comprehensive plan ispremature and such development would be prevented by temporarily zoning thearea to generally conform with the predominant existing land use, with a clearstipulation <strong>of</strong> an intended future rezoning that would be in compliance with theadopted comprehensive plan.5.05.02 ApplicabilityA. <strong>The</strong> phased zoning regulations may be overlaid over any zoningclassification in accordance with the zoning map amendmentprocedures <strong>of</strong> Section 12.04. <strong>The</strong> use <strong>of</strong> the phased zoning regulationswould indicate that the regulations <strong>of</strong> the overlaid zone are currentlybeing enforced based on the general existing land use, but onattainment <strong>of</strong> all the requirements <strong>of</strong> the zone that corresponds to theadopted comprehensive plan for type <strong>of</strong> use or density, the area couldbe rezoned in direct compliance with the plan.B. Phased zones are indicated on the <strong>of</strong>ficial zoning map by adding to theoverlaid zone, the letter "P" as a suffix enclosed in parentheses. Forexample, in order to properly phase its change, an area zoned RS-12.5that is identified for future use on the adopted comprehensive plan forindustrial could be temporarily zoned RS-12.5 (P), indicating thatpresent development on the site would be in conformance with theregulations <strong>of</strong> the overlaid RS-12.5 zone, but on the attainment <strong>of</strong>certain conditions (for example, provision <strong>of</strong> an adequate access road,demolition <strong>of</strong> existing building) as indicated on the localcomprehensive plan, the area could be rezoned through the zoningmap amendment procedures <strong>of</strong> Section 12.04. At the time <strong>of</strong> thezoning amendment, the temporary RS-12.5 (P) zone is removed andthe area is developed according to the regulations <strong>of</strong> the new zone,which is in conformance with the adopted comprehensive plan.Section 5.06 MHP-O, Mobile Home Park Overlay5.06.01 GeneralA Mobile Home Park (MHP-O) Overlay zone is permitted to be superimposed overany <strong>of</strong> the Residential zones, provided that all conditions or provisions <strong>of</strong> thissection, the applicable requirements <strong>of</strong> the subdivision regulations, and anyadditional requirements as determined necessary to provide for the most efficientlayout <strong>of</strong> the MHP zone and its proper integration with the surroundingdevelopment are met; and a public hearing is held on the MHP application.5.06.02 Review and Approval ProceduresMHP-O zones require review and approval in accordance with the procedures <strong>of</strong>Section 12.05.5.06.03 Uses and densitiesMobile homes including customary accessory buildings and uses are permittedwithin the MHP-O zone. <strong>The</strong> density <strong>of</strong> dwelling units in MHP-O zones must bedetermined by the density (dwelling units per net acre) as calculated from theexisting residential zone superimposed by the MHP-O zone.
