Article 5 Overlay ZonesSection 5.02 VP-O, Viewshed and Hillside Protection Overlay2. Retaining Structures<strong>The</strong> use <strong>of</strong> retaining structures when they will significantlyreduce grading and land disturbance is encouraged.C. Roads and DrivewaysDesign <strong>of</strong> roadways, driveways, and other circulation elements mustcomply with the following guidelines:1. Contours(a) Roadways and driveways must be aligned to follow naturalcontours where feasible. Long stretches <strong>of</strong> straight roadshould be avoided by using gentle horizontal and verticalcurves where feasible.(b) Roadways should not be parallel to one another to avoid a“shelving” effect on hillsides.2. Grading(a) <strong>The</strong> use <strong>of</strong> cul-de-sacs, loop streets, and commondriveways is encouraged if grading is reduced significantlyby their use. Cul-de-sacs must incorporate adequateturning radii to accommodate emergency vehicles.(b) Development should be kept as close as possible to thestreet serving it to minimize the need for long driveways.(c) A reduction in roadway width is encouraged if such adesign minimizes the amount <strong>of</strong> necessary earthwork.Approval <strong>of</strong> the [Insert Official] must be obtained.3. Parking(a) Whenever possible, parking should be provided withinstructures. When this is not feasible, lots and streets mustbe planned to maximize parking that is located on theuphill side <strong>of</strong> buildings.(b) Parking areas located on existing flat portions <strong>of</strong> the siteare encouraged.D. VegetationExisting vegetation must be preserved to the maximum extentpracticable and disturbed areas revegetated in conformance with thefollowing guidelines:1. Tree Protection(a) Development <strong>of</strong>ten necessitates the removal <strong>of</strong> trees toaccommodate roads, parking, buildings, and otherfacilities. Every effort must be made through the design,layout, and construction <strong>of</strong> development to incorporateand preserve as many trees as possible.
