Article 12 Review ProceduresSection 12.14 Certificates <strong>of</strong> Appropriateness (Historic)8. Replacement <strong>of</strong> gutters and downspouts as long as the color andshape matches the original or existing ro<strong>of</strong> ventilators on rearslopes and chimney caps;9. Erection <strong>of</strong> temporary signs such as real estate and politicalsigns;10. Installation <strong>of</strong> house numbers and mailboxes which arecompatible with the original in style, size and material;11. Repair <strong>of</strong> existing street or yard lighting.12. Any construction, alteration, or demolition duly approved priorto the effective date <strong>of</strong> this section.B. Any construction, alteration, or demolition which only affects theinterior <strong>of</strong> the structure.C. Any alteration or demolition which is necessary to correct or abate acondition which has been declared unsafe by the Fire Department orthe Housing Development Department after notification <strong>of</strong> the UrbanDesign Review Board and consultation with the Chairperson <strong>of</strong> theUrban Design Review Board and where emergency measures havebeen declared necessary by such departments.12.14.02 ApplicationA. An application for a Certificate <strong>of</strong> Appropriateness must be filed bythe owner <strong>of</strong> the subject property or the owner’s authorized agent.B. Applications must be filed with the historic preservation specialist,who must forward the application to the Urban Design Review Board,unless staff approval is authorized by Sec. 12.14.03.C. <strong>The</strong>re is no application fee for a Certificate <strong>of</strong> Appropriateness,however, one must be obtained before any work is initiated.D. Any person who performs work without a Certificate <strong>of</strong>Appropriateness may be required to have their application heardbefore the Urban Design Review Board and will be required to pay a$50.00 application fee to cover administrative costs.E. contents1. Prior to either the preparation <strong>of</strong> working drawings andspecifications or calling for proposals or bids from contractors,applicants are encouraged to prepare preliminary scale drawingsand outline specifications, including color samples, for reviewand informal discussion with the Urban Design Review Board orits staff. <strong>The</strong> purpose <strong>of</strong> this review is to identify anyinconsistencies between the proposed work and the designguidelines, and allow for discussion <strong>of</strong> alternate treatments.2.
