Before any zoning ordinance text amendment is approved, thePlanning Commission and City Commission must find that theproposed amendment is allowed to be included in the text of thiszoning ordinance and:1. that the proposed amendment is consistent with the adoptedcomprehensive plan; or2. that the amendment is necessary to correct an error orinconsistency in the zoning ordinance; or3. that the amendment is necessary to meet the challenge of achanging condition that was not anticipated in thecomprehensive plan.B. Required findings must be in writing and be accompanied by a writtenreport that explicitly describes the reasons and substantiation for suchfindings.
