In recognition <strong>of</strong> the fact that different approaches will be appropriate in differentareas <strong>of</strong> the city, the regulations allow flexibility in addressing vehicle parking, loading,and access demand. <strong>The</strong> regulations are intended to accommodate pedestrians andbicyclists, as well as motor vehicles.Section 7.02 Applicability7.02.01 New Development<strong>The</strong> parking, loading and access standards <strong>of</strong> this article apply to all new buildingsconstructed and all new uses established in all zones.7.02.02 Expansions and Substantial Modifications<strong>The</strong> parking, loading and access standards <strong>of</strong> this article apply when an existingstructure or use is expanded or enlarged, whether through the addition <strong>of</strong> dwellingunits, floor area, seating capacity, employees or other units <strong>of</strong> measurement usedfor establishing <strong>of</strong>f-street parking and loading requirements. Additional <strong>of</strong>f-streetparking and loading spaces to meet minimum ratios are required only to serve theenlarged or expanded area, not the entire building or use.7.02.03 Change <strong>of</strong> UseAdditional <strong>of</strong>f-street parking spaces must be provided whenever in any structurethere is a change in use if such change creates a need for an increase <strong>of</strong> more than10 percent in the <strong>of</strong>f-street parking requirements. <strong>The</strong> additional spaces requiredfor the new use must be determined by the standards in this article. In case achange in use or unit <strong>of</strong> measurement creates a need for an increase <strong>of</strong> less than 3<strong>of</strong>f-street parking spaces, no additional <strong>of</strong>f-street parking facilities will be required.<strong>Covington</strong>, <strong>Kentucky</strong><strong>Zoning</strong> <strong>Ordinance</strong> Draft: 6/22/05Page 7-1
