156[L#19] (Sub-function 4) In the 1970s and the early 1980s two discoveries byexperimental psychologists led to a notable advance in our knowledge aboutlinguistic <strong>de</strong>velopment and about the ways in which children learn to read. Onediscovery was of the great difficulties that young children have in makingphonological distinctions which are transparently obvious to most adults — or, atany rate, to most literate adults. ...The second significant discovery was of a strong connection between this formof awareness, which became known as phonological awareness, and the businessof learning to read.[E#8] (Sub-function 4) Since the 1960s, the monetarist school has argued foreliminating discretionary monetary policy by central banks.
