6. La búsqueda <strong>de</strong> la calidad <strong>de</strong> vida El mejor ajuste, realista y pragmático, que po<strong>de</strong>mos hacer a la EBRP, la Estrategia boliviana <strong>de</strong> reducción <strong>de</strong> la pobreza, es complementar cualitativamente y <strong>de</strong>s<strong>de</strong> la <strong>de</strong>manda, el sesgo que muestra hacia el Crecimiento (5% crecimiento anual durante 15 años para rebajar en 20 puntos el actual índice <strong>de</strong> pobreza) y, ello, nada menos que en una sociedad no industrial, premo<strong>de</strong>rna y no occi<strong>de</strong>ntal. Para ello en el Pa<strong>de</strong>p estamos trabajando el concepto <strong>de</strong> Calidad <strong>de</strong> vida que incluye, por así <strong>de</strong>cir, tanto el Bien-tener: ingresos, capacida<strong>de</strong>s: salud, educación...como el Bien-estar: individual, comunitario, espiritual. Calidad <strong>de</strong> vida vendría a ser el equilibrio <strong>de</strong> ambos bienes: el tener y el estar, como complementariedad <strong>de</strong> los mismos. A ésto: equilibrio, es que los aymaras llaman Qamaña: calidad <strong>de</strong> vida. En el marco <strong>de</strong> la EBRP, el Pa<strong>de</strong>p ha empezado a formular políticas locales específicas a partir <strong>de</strong> la cultura local guaraní. En ello seguimos la recomendación principal <strong>de</strong>l Diálogo Nacional que sostiene que los actores y beneficiarios más importantes <strong>de</strong> la estrategia para luchar contra la pobreza son los “Pueblos indígenas y las comunida<strong>de</strong>s campesinas” y no “los pobres” en abstracto, como tien<strong>de</strong> a interpretar cierta tecnocracia. El texto siguiente es un ejemplo concreto <strong>de</strong> cómo estamos elaborando participativamente Políticas locales <strong>de</strong> lucha contra la pobreza, étnica y ecológicamente pertinentes. 6.1. El taller <strong>de</strong> Itanambikua, Equipo PADEP / Qamaña La tradición oral En los mitos y cuentos la humanidad transmite, <strong>de</strong> generación en generación, su visión <strong>de</strong>l mundo, el lugar que se imagina ocupar en él, así como las maneras cómo se autopercibe y la forma como entien<strong>de</strong> sus relaciones con los otros. Por tanto, entrar por los mitos y cuentos al corazón <strong>de</strong> una cultura, para conocer cual sea su comprensión <strong>de</strong> la Vida buena, fue la opción que <strong>de</strong>cidimos para organizar el taller y facilitar así la calidad <strong>de</strong> la información. Otra razón fue partir <strong>de</strong>l hecho <strong>de</strong> que 105 la cultura guaraní es una cultura básicamente oral y que esta tradición la transmiten los ancianos. Este fue otro argumento por el cual invitamos a ancianos y ancianas así como también a adultos y jóvenes, varones y mujeres, para po<strong>de</strong>r tener un abanico representativo <strong>de</strong> la tradición oral tal como circula en la actualidad. A efecto <strong>de</strong> esta memoria presentamos dos narraciones que compendian el sentido <strong>de</strong> los <strong>de</strong>más cuentos que son variaciones <strong>de</strong> estos dos. Hemos trabajado literariamente las transcripciones, en el sentido <strong>de</strong> pasar un texto <strong>de</strong> la oralidad a la escritura.
