Complejidad y Tecnologías <strong>de</strong> la InformaciónProblems of a social and human nature cannot be solved from a strictly technicalpoint of view. But to adopt a strictly social perspective is also a mistake, sinceOffice Automation is an applied field of Information Technologies. As a field ofstudy, it requires the use of a conceptual framework for technological and organizational<strong>de</strong>sign embracing both social and technical aspects and establishing theappropriate relations giving a global perspective. The goal of our study is to <strong>de</strong>velopa conceptual framework for managers that helps both users and producers to workwith a common and integrated un<strong>de</strong>rstanding of OA.2. Office automation as a set of distinctionsIf there is any application that can be consi<strong>de</strong>red to be a synthesis of InformationTechnologies, it is Office Automation. There is no better field for showing the needfor a multidisciplinary, non-specialized and g<strong>en</strong>eralist approach. The complexity ofOffice Automation is obvious. And this is the reason why traditional technologicaland managerial methods alone are not <strong>en</strong>ough.Our proposal is to <strong>de</strong>al with Office Automation through a theory constructed as aset of distinctions. We use the concept of distinction in the s<strong>en</strong>se of Winograd andFlores [31], i.e., as mechanisms within the language to create new domains ofaction and un<strong>de</strong>rstanding in OA.Within Office Automation many differ<strong>en</strong>t distinctions coexist. At the same time, theperspective of each distinction must be related to the whole, in or<strong>de</strong>r to provi<strong>de</strong> aricher and <strong>de</strong>eper picture of reality. The proper managem<strong>en</strong>t of Office Automationbegins with the recognition of its many facets and of the organization where it isgoing to be implem<strong>en</strong>ted.We think the first step to a proper managem<strong>en</strong>t of OA begins with the recognitionof a g<strong>en</strong>eral mo<strong>de</strong>l as the one proposed here which is neither a methodology noran implem<strong>en</strong>tation system, but rather a conceptual framework for action andinterpretation.3. Un<strong>de</strong>rstand complexityThere are many reasons for consi<strong>de</strong>ring technology a complex object. Any managerwho keeps in touch with technology is aware of the facts: chaotic, ever changingand disorganized products in the marketplace; incompatible equipm<strong>en</strong>t; lack ofstandards; ina<strong>de</strong>quate systems; lack of human resources to <strong>de</strong>al with thattechnology; changes in the organization's structure due to new technologies; lackof motivation to use the equipm<strong>en</strong>t, etc..All this makes very difficult to take full advantage of technology. And since technologydoes not offer any help in solving problems, it is the user -- especially the332
