Twelfth Finance Commission has recommended devolution <strong>of</strong> grants for Urban Local Bodies to the<br />

tune <strong>of</strong> Rs.5000 crore for the period 205-2010 <strong>of</strong> which Rs.2500 crore have to be devolved upon local<br />

bodies exclusively for setting-up <strong>of</strong> solid waste management systems in Urban areas to ensure<br />

management <strong>of</strong> MSW in accordance with MSW Rules. CPCB’s annual report (’07) states that as per<br />

information provided by SPCBs, landfill facilities have been constructed at Bangalore, Mangalore,<br />

Karwar, Puttur, Ankola, Surat, Alang, Nashik, Ambad, Sonpeth, Viziaanagaram (AP), Jodhpur, Sirsa<br />

and Ambala. Regional/common landfill facilities are under construction at Ahmedabad, North Dum-<br />

Dum, New Barrackpore and Chandigarh.<br />

Clearly most states are yet to develop significant number <strong>of</strong> landfills for both categories <strong>of</strong> waste. At<br />

the same time, as the Indian economy develops further, waste generated will increase (due to greater<br />

retail <strong>consumption</strong> <strong>of</strong> use and throw products, ready to eat etc). However, given the required<br />

regulatory framework already in place, once the State Government agencies get the basic groundwork<br />

in place by identifying sites, going forward these sites will represent a significant opportunity for use<br />

<strong>of</strong> Technical Textiles.<br />

Key manufacturers <strong>of</strong> the product with information on capacity / production / sales<br />

Currently, only one player – Ashapura group is manufacturing Geosynthetic Clay Liners in India.<br />

Ashapura Volclay Limited has set up India’s first Geosynthetic Clay Liner Plant using technology<br />

from CETCO (A subsidiary <strong>of</strong> AMCOL International), with an estimated capacity <strong>of</strong> 5 million square<br />

meter per annum.<br />

Market size <strong>of</strong> TT product and future forecast<br />

Some <strong>of</strong> the prominent engineering contractors active in waste management include UPL<br />

Environmental Engineers, Ramky, MEPL, Baruch Enviro & Surat Infrastructure. Garware’s<br />

Geosynthetics division has also executed projects in this space. Basis discussions with <strong>Industry</strong>, waste<br />

management contracts in 2007-2008 used up an estimated Rs 68 Crore worth <strong>of</strong> Technical Textile<br />

products.<br />
