13. Opening, Closing and<br />
Victory Ceremonies<br />

and small-sized flags. They were<br />
hoisted or carried at the time of guiding<br />
the torch carrier on the road, aboard<br />
ships, or on vehicles, at the time of the<br />
delegates' entry into the stadium,<br />
under the roof, inside conference<br />
rooms, at walls, on tables, at outside<br />
the venues, and outdoor and indoor<br />
victory ceremonies, framed or handcarried.<br />
The Victory Ceremonies Operation<br />
Center supervised and controlled the<br />
use and hoisting of national flags at 20<br />
event venues and 27 stadiums. The<br />
eight national flag management personnel<br />
and 90 flag hoisting personnel<br />
undertook practical training several<br />
times. They were tested as individuals<br />
and in groups and those who showed<br />
outstanding performances were<br />
honored with citations. For 10 days<br />
from September 6, the equipment for<br />
the hoisting of national flags at outdoor<br />
competition sites were closely examined<br />
and refurnished twice. As a<br />
result, no problem occurred in the<br />
course of hoisting the national flags at<br />
victory ceremonies.<br />
Music for victory ceremonies<br />
The music for victory ceremonies comprised<br />
the fanfare announcing the start<br />
of the ceremonies, the "Arirang"<br />
march which was played at the time of<br />
entry of the winners, delegates and the<br />
awarding personnel, the national<br />
anthem of the gold medalist's nation,<br />
and the march which was played at the<br />
time of the exit of athletes and<br />
delegates. The scores and the<br />
recorded tapes of the music were supplied<br />
by the Opening and Closing<br />
Ceremonies Operation Unit and were<br />
used at victory ceremonies.<br />
'Arirang," a popular Korean folk song,<br />
was adapted in light pops or Latin<br />
tempos to be played by a chamber<br />
orchestra, a full-scale orchestra and a<br />
Korean traditional music orchestra.<br />
The music was used at all competition<br />
sites when the winners, delegates and<br />
awarding personnel entered. For<br />
music for their exit, famous melodies<br />
suiting the respective sports were<br />
selected and copied.<br />
After consultations with the Ministry of<br />
National Defense, the SLOOC decided<br />
to play the national anthems live at the<br />
victory ceremonies of some important<br />
events to maximize the excitement.<br />
The Navy and Air Force Bands and the<br />
Korea Military Academy Band were<br />
assigned to play the music live.<br />

Operation of the Victory<br />
Ceremonies<br />

The victory ceremonies of the Seoul<br />
Olympic Games were conducted by 12<br />
mobile awarding teams consisting of<br />
358 personnel on 270 occasions in 23<br />
official sports, two demonstration<br />
sports and two exhibition sports.<br />
The SLOOC set the theme of the<br />
ceremonies as sportsmanship yielding<br />
solemnly to the confirmed results of<br />
the games and consolidating understanding<br />
and friendship among athletes<br />
by removing the strains and conflicts<br />
accumulated during competitions, and<br />
thereby contributing to the ideal of the<br />
Games, the "Harmony and Progress"<br />
of the entire human race.<br />
In mapping out the plans for the victory<br />
ceremonies the SLOOC kept in mind a<br />
few important points. First, a unified<br />
scenario should be used for victory<br />
ceremonies in all sports. Second, an<br />
East-West balance will be sought<br />
through the costume of female personnel.<br />
The introducing personnel and<br />
medal bearers will be clad in the traditional<br />
Korean-style hanbok, while the<br />
VIP and winners' guides will wear the<br />
Western suits. Third, the place of<br />
ceremonies will be built in a unanimous<br />
form and the operation personnel will<br />
move on the unified routes.<br />
All works related to the victory ceremonies<br />
were classified into those which<br />
should be proceeded before the<br />
ceremonies and those which should<br />
be implemented on the very day of<br />
ceremonies.<br />
Pre-ceremonies preparations<br />
• A schedule of the victory ceremonies<br />
was worked out according to the<br />
schedule of the sports. Each mobile<br />
awarding team was assigned to conduct<br />
victory ceremonies for certain sports.<br />
Live music bands were posted at some<br />
venues.<br />
• Materials necessary for the victory<br />
ceremonies were manufactured. Carpets,<br />
platforms and other equipment<br />
were placed at each venue before the<br />
ceremonies.<br />
