Festival Preparation<br />
The SLOOC decided to use the torch<br />
relay as an occasion to hold cultural<br />
events everywhere the torch was to<br />
make an overnight stop for the purpose<br />
of laying the foundation for the<br />
development of provincial culture,<br />
promoting a festive mood, and<br />
introducing Korea's traditional culture<br />
broadly at home and abroad.<br />
The cultural festivals were designed to<br />
attract not only local folk performance<br />
groups but also foreign arts groups,<br />
particularly those from the countries<br />
which hosted previous Olympics, so as<br />
to make the torch relay an occasion<br />
and forum for world harmony.<br />
To this end, the SLOOC set forth the<br />
following guidelines:<br />
• In major cities where the sacred<br />
flame was scheduled for an overnight<br />
stop, large-scale cultural festivals had<br />
to be held, while small cities had to<br />
sponsor their own cultural festivals.<br />

• The annual provincial cultural events<br />
scheduled for between September and<br />
October were incorporated into the<br />
cultural festivals to greet the arrival of<br />
the torch.<br />
• Events characteristic of specific<br />
regions should be selected for presentation<br />
at the cultural festivals.<br />
• The festival should last for two to<br />
three days before and after the overnight<br />
stay of the torch, and should be<br />
placed under the responsibility of each<br />
city and provincial government with<br />
the assistance of the Home Ministry,<br />
the Culture and Information Ministry,<br />
the SLOOC and the Korean Culture<br />
and Arts <strong>Foundation</strong>.<br />
The cultural festivals featured music,<br />
dance, drama, exhibition and other<br />
general cultural events, and parades<br />
by drum and fife bands. There were<br />
also mask parades, the opening of<br />
open-air folk marketplaces, and performances<br />
by foreign folk troupes at<br />
major cities.<br />

The cultural festivals occasioned by<br />
the torch relay were staged in 21 major<br />
cities across the country from August<br />
27 to September 17.<br />
The foreign folk festivals were classified<br />
into the international folk festival<br />
performance and the arts troupe performance<br />
involving the host countries<br />
of past Olympic Games.<br />
Classified into continental sphere and<br />
cultural sphere, folk arts troupes from<br />
12 countries were invited to stage performances<br />
in Korea jointly with local<br />
performing groups in each city and<br />
province.<br />
