Although protocol services begin<br />

right after VIPs arrived at airports or<br />

harbors, the protocol at this stage<br />

was under strict responsibility of<br />

airport and harbor authorities.<br />

The protocol involving the headquarters<br />

hotel started with the arrival of<br />

VIPs at the hotel. When the VIPs<br />

arrived at the airport, the information<br />

was immediately relayed to the headquarters<br />

hotel situation room from<br />

the general situation room. The<br />

Protocol personnel, informed of the<br />

arrival at the airports, stood by at<br />

hotel lobby, ready to provide proper<br />

reception. The Accommodation Desk<br />

allocated lodging places, and handled<br />

any changes in the accommodation<br />

arrangements. The Accreditation Center<br />

presented gifts and commemorative<br />

articles, delivered various invitation<br />

cards, and issued registration cards.<br />

The Guide Desk was responsible for<br />

various protocol services guide, traffic<br />

guide, air tickets reservation and<br />

changes, guiding to sightseeing and<br />

functions for spouses, and supply of<br />

Games results.<br />

The human resources involved in the<br />

Headquarters Hotel Operation Unit<br />

covered 1,785 people, of whom the<br />

Protocol Director's office accounted<br />

for 604, and Opening/Closing<br />

Ceremonies Protocol Director's office<br />

accounted for 57.<br />

Selection of eligible persons<br />

The persons eligible for the protocol<br />

services were limited to those who<br />

were under the categories of IOC,<br />

IFs, NOCs and G categories as<br />

prescribed under the bye-law of<br />

Olympic Charter Rule 59.<br />

Those who were invited by the<br />

SLOOC were classified into GV and G<br />

categories and accorded different<br />

protocol services. With reference to<br />

the precedents of past Games,<br />

criteria were determined for the<br />

selection of eligible persons.<br />

Criteria for selecting persons eligible for<br />

invitation<br />

• SLOOC members<br />

• Persons at the level of vice-minister or<br />

above<br />

• Representatives and major officials of<br />

Olympic sponsors<br />

• Representatives and major officials of TV<br />

rights holding companies<br />

• VIPs invited by IOC<br />

• Members of diplomatic corps based in<br />

Seoul<br />

• Those who had made significant<br />

contributions to the development of<br />

sports, obtaining the right to hold the<br />

Olympic Games in Seoul, and the<br />

development of the nation<br />

In May 1987, the SLOOC asked<br />

government agencies to recommend<br />

potential invitees, and in February<br />

1988 asked the NOCs to recommend<br />

their potential invitees.<br />

The invitees the SLOOC finally<br />

selected included 592 in GV, 1,227 in<br />

G; local persons accounted for 1,052,<br />

and foreigners for 767.<br />

Determination of standards of<br />

services<br />

Major services due to VIPs included<br />

the allocation of lodging and rooms,<br />

car services, allocation of<br />

hosts/hostesses, allocation of escort<br />

cars and guards, management of<br />

individual schedules, guide to competition<br />

venues, presentation of gifts,<br />

invitations to banquets, sightseeing,<br />

functions for companions, supply of<br />

protocol information, communications<br />

services, medical services, and<br />

language services.<br />

For the IOC president, individual<br />

schedules were managed; exclusive<br />

host/hostess allocation was arranged;<br />

and a sedan of 2, 000 cc or more was<br />

allocated for exclusive private use. A<br />

suite in the Hotel Shilla was provided<br />

free of charge for the IOC president.<br />

Other services included the presentation<br />

of commemorative articles,<br />

arrangement of VIP sightseeing and<br />

functions for spouse, and invitation to<br />

official banquets. Also, various<br />

privileged services were provided to<br />

the IOC president with respect to the<br />

general competition venues; complimentary<br />

admission, VIP seating,<br />

VIP lounge services were provided<br />

during the Opening and Closing<br />

Ceremonies; free admission to all<br />

venue was provided, as was privileged<br />

access to the Olympic Village, Press<br />

Village, MPC, IBC, and Youth Camp<br />

facilities.<br />

IOC vice-presidents were also<br />

accorded the allocation of exclusive<br />

host/hostess services; a sedan of<br />

1,900 cc or more for exclusive use; and<br />

a suite in the Headquarters Hotel at<br />

IOC rate. Services corresponding to<br />

those accorded to the IOC president<br />

were provided with respect to the<br />

presentation of gifts, welcome articles,<br />

sightseeing, functions for spouse, invitation<br />

to official banquets, protocol<br />

services for Opening and Closing<br />

Ceremonies, protocol at competition<br />

venues and privileged access. The<br />

same kinds of services were provided<br />

to IOC members, administrateur<br />

delegue, secretary general, solidarity<br />

director and sports director. However,<br />

hotel charges were differentiated,<br />

applying IOC rates for IOC members<br />

including honorary members, while<br />

administrateur delegue and secretary<br />

general were given free accommodation,<br />

and "A" stand seating was<br />

arranged for the Opening and Closing<br />

Ceremonies.<br />

Presidents of IFs were provided with<br />

exclusive host/hostess services, along<br />

with a sedan of 1, 900 cc or less.<br />

Suites in the Headquarters Hotel were<br />

provided at IOC rate, and "B" class<br />

commemorative articles were presented.<br />

"A" seats were provided for the Opening<br />

and Closing Ceremonies and at<br />

venues. Access privilege for all facilities<br />

was provided. Services of equal<br />

standards were also given presidents<br />

of NOCs and secretaries general.<br />

Among the VIPs in GV category,<br />

government minister-level persons and<br />

royal family were allocated exclusive<br />

hosts/hostesses services, and<br />

exclusive sedans of 1, 900 cc; they<br />

were accommodated with charges at<br />

the hotels designated by the SLOOC.<br />

Commemorative articles were "A"<br />

class. The complimentary admission<br />

to the Opening and Closing Ceremonies<br />

was limited to foreign VIPs, but<br />

the competition venues were open to<br />

free access.<br />

Delegates of international broadcast<br />

unions and the companies involved in<br />

Olympic marketing programs were not<br />

accorded the individual schedule<br />

management, and hosts/hostesses<br />

services. Car services were limited to<br />

specific persons. Accommodations, to<br />

be charged, were arranged at the<br />

designated hotels. Commemorative<br />

articles were "B" class, and free<br />

admission to the Opening and Closing<br />

Ceremonies was limited to foreign<br />

VIPs.
