Songpa-gu, Seoul, about four kilometers<br />
from the Olympic Stadium, the<br />
4,494 flats in 56 apartment buildings of<br />
13 to 15 storeys were constructed in 15<br />
months from March 1987 to May 1988.<br />
The apartment units set aside for the<br />
Games accounted for 3,890, covering<br />
12,960 rooms with 17,322 beds. The<br />
overall accommodation capacity of the<br />
apartments was far more than the<br />
projected accommodation requirement<br />
for the Olympic Family in order to provide<br />
for a surplus; surplus rooms were<br />
utilized for guide offices of operations<br />
personnel or lodging quarters for guide<br />
and information desk personnel.<br />
In order to function as a "mini -city,"<br />
the Family Town was equipped with<br />
four shopping units, administrative<br />
offices, post office, police sub -station,<br />
educational, medical and sports<br />
facilities.<br />
In its 12th session in June 1985, the<br />
Olympic Support Committee decided<br />
to launch the Family Town project in<br />
the form of a new project under the<br />
responsibility of the SLOOC, while the<br />
development of the estate was assigned<br />
to the Korea Housing Corporation.<br />
Kunwon Wooyang Architects & Associate<br />
completed the design, and construction<br />
firms including Daewoo Co.,<br />
Lucky Development Co., Lotte Construction,<br />
Pacific Construction and<br />
Sunkyong Engineering & Construction<br />
formed a joint team to undertake the<br />
construction at a cost of about 260<br />
billion won.<br />
The sales of the 4, 494 flats of the<br />
Family Town were conducted on two<br />
occasions, in May and July 1987.<br />
By December the same year sales<br />
contracts had been completed.<br />
By size in pyong (one pyong equals<br />
3.3 square meters), the apartment<br />
units included: 1) 600 of A-type 32<br />
pyong, 2) 900 of B type 32 pyong, 3)<br />
900 of 43 pyung, 4) 1,416 of 49 pyong,<br />
5) 558 of 56 pyong, 6) 120 of 68 pyong.<br />

Operation of Lodging<br />

The operation of the Family Town's 56<br />
units covering 3,890 flats and 12,960<br />
rooms was jointly done by four hotels,<br />
each with predetermined equity ratio<br />
-Hilton Hotel, 40 percent; Lotte,<br />
Walker Hill, and Seoul Plaza each with<br />
20 percent.<br />
The room operations contract signed<br />
with the SLOOC amounted to 8,850<br />
million won for a period of 30 days<br />
from September 10 to October 9, 1988,<br />
with quality of services being on a par<br />
with tourist hotels; the contracting<br />
hotels were required to obtain standards<br />
approval for five kinds of linen sheets,<br />
15 kinds of room supplies, and 29<br />

kinds of office supplies. The rooms<br />
included: 1) 2,600 rooms in 1,300 flats<br />
of 32-pyong economy type; 1,300<br />
rooms each for singles and twins, 2)<br />
3,120 rooms in 780 flats of 43 -pyong<br />
business type; 1,560 singles and 780<br />
each for doubles and twins, 3) 4,896<br />
rooms in 1,224 flats of 49-pyong de<br />
luxe type; 2,448 singles, and 1,224<br />
each for doubles and twins, 4) 1,928<br />
room sin 482 flats of 56-pyong superde<br />
luxe type; 482 rooms each for<br />
singles and doubles, and 964 twins,<br />
and 5) 416 rooms in 104 flats of 68pyong<br />
type; 312 doubless and 104 twins.<br />
By type of rooms, singles accounted<br />
for 5,790, or 45 percent, doubles<br />
accounted or 2,798, or 21 percent, and<br />
twins accounted for 4,372, or 34<br />
percent.<br />
The standard room rates were 40,000<br />
won for single, 48,000 won for double,<br />
and 52,000 won for twin. In addition,<br />
the rate for large-sized single was<br />
80,000 won, that for large-sized<br />
double 144,000 won and largesized<br />
twin 104,000 won. Ten percent<br />
service charge was added.<br />
The rates by size of flats were: 1)<br />
92,00 won for 32-pyong type, 2)<br />
180,000 won for 43 pyong, 3) 180,000<br />
won for 49 pyong, 4) 192,000 won for<br />
56 pyong, and 5) 196,000 won for 68<br />
pyong.<br />
The room sales included 4,720 rooms<br />
in 1,258 flats for Olympic Family, and<br />
8,240 rooms in 2,632 flats for ordinary<br />
tourists. For the ordinary tourists, sales<br />
done at the admission tickets sales<br />
agencies accounted for 5,948 rooms<br />
involving 1,871 flats, and sales by tour<br />
agencies accounted for 2,292 rooms<br />
involving 761 flats.<br />
Bookings for the Olympic Family<br />
proceeded in accordance with the<br />
aforementioned SLOOC regulations,<br />
but for ordinary tourists, the amount of<br />
booking deposit varied according to<br />
the time of payment: 1) Before September<br />
30, 1987, lodgers were required<br />
to pay 20 percent at the time of booking<br />
and to settle the balance on three<br />
occasions; 20 percent by December<br />
31, 1987, 20 percent by March 31,<br />
1988, and the balance at the time of<br />
check - in, 2) before December 31,<br />
1987, lodgers were required to pay 50<br />
percent of the rate at the time of booking,<br />
and settle the balance on two<br />
occasions; first time involving 20 percent<br />
by March 31, 1988 and the balance<br />
at the time of check - in, 3) before<br />
March 31, 1988, lodgers were required<br />
to pay 80 percent at the time of booking,<br />
and settle the balance at the time<br />
of check - in. Payment of the whole<br />
amount was required for bookings<br />
thereafter.<br />

The room allocation was done according<br />
to the following guidelines: 1)<br />
Games -related persons were<br />
deployed by group in the same zone<br />
so that the relevant apparatuses of the<br />
SLOOC and domestic sports federations<br />
could manage efficiently; 2)<br />
invited VIPs, holders of NOC transferable<br />
cards, IF technical officials and<br />
others eligible for transportation services<br />
provided by the SLOOC were<br />
accommodated close to parking lots;<br />
3) G and GV cards holders were<br />
assigned to 32-pyong economy type<br />
allowing for easy distribution of rooms<br />
and avoiding protocol difficulties which<br />
might arise in the sharing of larger<br />
flats; 4) those eligible for accreditation<br />
cards were assigned to a given zone<br />
for security consideration. In the case<br />
of ordinary tourists, those belonging to<br />
specific groups were given precedence,<br />
while individual tourists were assigned<br />
according to their personal preference<br />
and the level of rates. For the convenience<br />
of the Family Town guests, a<br />
main guide desk was installed at the<br />
entrance, and guide desks were<br />
installed at each unit to manage elevators<br />
and handle various guide<br />
services.<br />
A predetermined standard of services<br />
was maintained with respect to laundry<br />
and replacement of linen sheets in<br />
rooms and upkeep of office fixture.<br />
Garbage collection and cleaning in the<br />
apartment area was done under service<br />
contract.<br />
For the facility management, the Joint<br />
Project Unit organized separate teams<br />
for facility inspection and repair; the<br />
facility inspection team was responsible<br />
for regular inspections and established<br />
a contingency system to deal with fire,<br />
electric breakdown and water supply<br />
stoppages. The repair team, grouped<br />
in five sub-teams for construction<br />
sections, was responsible for the<br />
repair of any faults.<br />
Total lodgers who stayed at the Family<br />
Town from September 10 to October 9,<br />
1988 numbered 203,745, or a daily<br />
average of 6,790 persons.<br />

Food Service Operation<br />

Food service operation in the Family<br />
Town was done in the form of cafeteria<br />
style buffet at the large dining hall in<br />
the apartment precinct. It operated for<br />
30 days from September 10 to October<br />
9, 1988. The dining hall with floor<br />
space of 5,369 square meters was<br />
equipped with 500 six -seat tables,<br />
10 main food supply stands, four dessert<br />
corners, four beverage corners,<br />

and eight coffee corners. Included in<br />
the dining hall were a kitchen with<br />
floor space of 2,291 square meters,<br />
warehouse with floor space of 641<br />
square meters, and employees'<br />
lockers area with floor space of 357<br />
square meters.<br />
Food supply involved table services<br />
with menus covering Western,<br />
Chinese and Japanese foods. The<br />
basic menu for breakfast covered 76<br />
kinds mainly in Western style, lunch<br />
involved 93 kinds of menu of the standard<br />
available at de luxe hotels, and<br />
dinner involved 98 kinds, rotated on a<br />
three - day cycle basis. The food<br />
charge was 6,400 won for breakfast,<br />
with 50 percent discount provided to<br />
youngsters below 12 in age. Lunch and<br />
dinner was about 12,000 won. Breakfast<br />
charges were collected in advance<br />
together with the payment of the<br />
accommodation charges. Lunch and<br />
