16. Reception and Protocol<br />

The receptions for the presidents of<br />
ANOC and ASOIF were done by the<br />
sports minister and KOC president.<br />
The receptions for heads of state and<br />
prime ministers were done by government<br />
dignitaries whose position corresponded<br />
to that of the VIP.<br />
Eligible for the general VIP room were<br />
IOC members, honorary members,<br />
secretary general, minister-level presidents<br />
of NOCs, OCOG presidents,<br />
secretaries general, dignitaries of<br />
government minister-level, royal family,<br />
and leading sponsors. They were entitled<br />
to use the VIP room, to have their<br />
in-processing procedures done by<br />
relevant personnel, and entitled to<br />
car services.<br />
Installation and operation of<br />
special lounge<br />
Protocol services were supposed to be<br />
arranged at airport VIP rooms for all of<br />
the incoming and outgoing VIPs, but<br />
difficulties arose because of the limited<br />
space of the VIP rooms. For this reason,<br />
a special lounge of a standard<br />
similar to the VIP rooms was installed<br />
in the arrival precinct of the airport for<br />
such protocol services.<br />
Operation guidelines for the special<br />
lounge<br />

• Provide all kinds of services except for<br />
the processing of procedures on behalf of<br />
VIPs for entry and departure.<br />
• Time required in the airport should be<br />
reduced through efficient guiding services<br />
on arrival and departure.<br />
• Olympic information should be provided.<br />
• Separate guide hallway should be<br />
secured for their safety.<br />
• Duty of operation personnel should be on<br />
a two - shift basis per day.<br />
• Experienced operation personnel should<br />
be selected in consideration of the complexity<br />
of their duties.<br />
• Immigration counters, customs counters,<br />
parking lot and other exclusive facilities<br />
should be secured to simplify entry and<br />
departure procedures.<br />
• The special lounge should be operated<br />
only during the arrival, while during the<br />
departure, VIP lounges of airline and resting<br />
rooms in departure precincts should<br />
be used.<br />
Eligible for the special lounge were<br />
NOC presidents and secretaries<br />
general, IF presidents and secretaries<br />
general, IF technical delegations, and<br />
VIPs invited by the SLOOC. The reception<br />
services for them included the use<br />
of such exclusive facilities as immigration<br />
counters and customs counters, in<br />
-processing assistance, and cars in<br />
the VIP parking lots.<br />

Operation of Airport Reception<br />
Unit<br />

Reception preparations<br />
Airport reception was conducted at<br />
Kimpo International Airport, Seoul<br />
Airport, Kimhae Airport and Cheju<br />
Airport. The reception at the Kimpo,<br />
Kimhae and Cheju airports was handled<br />
by the Airport Reception Unit, while<br />
the reception at Seoul Airport was<br />
handled by the Reception Support<br />
Unit.<br />
The Airport Reception Unit set up<br />
facilities to provide convenience of<br />
entrance and departure, including<br />
exclusive immigration counters, customs<br />
counters, arrival and departure<br />
guide desk, and exclusive gate. For<br />
the efficient performance of respective<br />
duties, guide and customs clearance<br />
personnel operated under a unified<br />
command channel together with temporary<br />
personnel including volunteers.<br />
The Airport Reception Unit consisted<br />
of New Terminal Reception Section<br />
and Old Terminal Reception Section.<br />
Under the wing of the New Terminal<br />
Reception Section, the guide officer,<br />
the customs clearance officer and the<br />
administrative officer performed their<br />
respective duties as follow:<br />

Airport reception<br />
In consideration of the fact that Kimpo<br />
International Airport would mostly be<br />
used by official participants, the<br />
SLOOC organized a team exclusively<br />
in charge of entries and departures for<br />
Olympic Family on a two-shift basis.<br />
The SLOOC also worked out a plan to<br />
secure exclusive porter service<br />
employees to provide customs clearance<br />
and cargo forwarding convenience<br />
for the Olympic Family.<br />
The human resources involved in the<br />
operation included 76 placed in the<br />
new terminal, 93 in the old terminal,<br />
totalling 169. Twenty-six interpreterguides<br />
in Japanese, English, French,<br />
Chinese, German, and Arabic were<br />
placed in the two terminals. Deployed<br />
to the field beginning August 2, they<br />
