17. Accreditation<br />

Accreditation operation<br />

The plans were implemented by each<br />

relevant apparatus as the Games<br />

operation system went into action.<br />

In May 1988, job education and on-site<br />

adaptation training was conducted for<br />

operation personnel, and the manufacture<br />

of temporary passes was completed.<br />

The accreditation center for the operation<br />

personnel was opened on June 7,<br />

1988, and the accreditation centers for<br />

Olympic Family were opened between<br />

August 17 and September 3, 1988. Until<br />

he opening of the accreditation<br />

centers, the Accreditation Operation<br />

Unit replenished, supplied and placed<br />

the human resources, materials and<br />

equipment, and carried out duties<br />

which were basic to the issuance of<br />

accreditation cards. During the period<br />

the centers were open, the Accreditation<br />

Operation Unit supplied various<br />

resources, and guided and supervised<br />

job performance by the centers.<br />

Organization and Manpower<br />

Accreditation Operation Unit<br />

The first apparatus that launched the<br />

accreditation business was the Liaison<br />

Division created in December 1982<br />

under the wing of the Protocol Department<br />

of the SLOOC, and in April 1985,<br />

the division was reorganized into the<br />

Accreditation Division and took charge<br />

of the accreditation business. The division<br />

carried out accreditation business<br />

when the Asian Games operation system<br />

went into action in July 1986. In<br />

December the same year, the Accreditation<br />

Division was upgraded to the<br />

Accreditation Department which controlled<br />

two divisions, and set out to<br />

make preparation for the accreditation<br />

affairs for the Seoul Olympic Games.<br />

Until the Accreditation Department<br />

was expanded and integrated into the<br />

Accreditation Operation Unit on May 1,<br />

1988, the department was manned by<br />

22 staff.<br />

With the organization of the Accreditation<br />

Operation Unit and activation of<br />

13 accreditation centers in May 1988,<br />

the director general of the Accreditation<br />

Department was appointed to the<br />

director general of the Accreditation<br />

Operation Unit. The unit had two directors,<br />

seven managers and 24 officers.<br />

Although they were not placed under<br />

the direct control of the Accreditation<br />

Operation Unit, seven officers at the<br />

accreditation centers of the Press<br />

Village, IBC, Youth Camp and four<br />

provincial centers carried out accreditation<br />

business.<br />

Acquisition and education of<br />

manpower<br />

The human resources required for the<br />

Accreditation Operation Unit was set at<br />

525 persons, including 25 SLOOC staff<br />

members, 321 volunteers, 59 support<br />

personnel, and 120 temporary employees.<br />

Support personnel from the<br />

SLOOC and government agencies<br />

served as key staff above the rank<br />

of officer.<br />

In view of the function of volunteers,<br />

technical personnel were recruited<br />

and placed by the Technology Department,<br />

interpretation and guide personnel<br />

were secured and placed by the<br />

Language Volunteers Manager's Office,<br />

and the control personnel were<br />

recruited and placed by the Security<br />

Department. Other clerical support<br />

personnel were allocated to the<br />

Human Resources Department.<br />

In accordance with the service contract<br />

signed by the SLOOC and Ssangyong<br />

Computer System Co., Ltd, 26<br />

service employees were secured from<br />

Ssangyong.<br />

The Human Resources Department<br />

conducted orientation for the entire<br />

operation personnel as part of a joint<br />

education program, and Accreditation<br />

Department carried out job education<br />

and the on-site adaptation training.<br />

General orientation was conducted for<br />

volunteers, support personnel, and<br />

temporary employees five times from<br />

October 1987 to May 1988. General job<br />

education was conducted at provincial<br />

sub-village accreditation centers and<br />

operation personnel accreditation<br />

centers seven times from April to July<br />

1988. Job education concerning the<br />

accreditation computer system was<br />

conducted three times between May<br />

and August.<br />

As the Accreditation Operation Unit<br />

went into full swing beginning in May<br />

1988, field adaptation education was<br />

conducted for an operation rehearsal<br />

at the 13 accreditation centers until<br />

September 2.<br />
