‘Look, here is <strong>the</strong> text that justifies our activities’. But <strong>the</strong> arms control<br />

negotiations about numbers were not really relevant to us. The<br />

most relevant negotiations were <strong>the</strong> ones between Reagan <strong>and</strong><br />

Gorbachev, which dealt with withdrawal.”<br />
