12.25 The airfield is infrequently used by light company aircraft either visiting or based in Sheffield as well as two or three privately owned aircraft hangared at the aerodrome. 12.26 In consultation with the airfield‟s owner, they stated that they had no concerns or objection to the proposed wind farm. REVIEW OF OTHER RELEVANT AGENCIES MINISTRY OF DEFENCE 12.27 In their letter dated 15 th December 2008 the MOD indicated that they have no concerns with regards the proposed wind farm on the basis of 132m high turbines (included within Appendix 8). CIVIL AVIATION AUTHORITY 12.28 The CAA advised that the developer should consult with both RHADS and Sheffield City Airports. This has been undertaken with details outlined above. The CAA also forwarded the notification to NERL for comment. 12.29 The full CAA response is included within ES Appendix 8. NATIONAL AIR TRAFFIC EN-ROUTE RADARS 12.30 NERL has not responded to the consultation notification of the proposed wind farm and it is unlikely that they will until a formal planning application is submitted. This action is in accord with NERL policy to avoid unnecessary work on speculative enquiries. 12.31 At the formal planning application stage, it is possible that NERL will lodge a “holding” objection whilst they refer the details to their radar sites for evaluation and comment. 12.32 From the radar coverage maps lodged by NERL on the British Wind Energy Association website (www.bwea.com) it is possible that at a range of approximately 65km, the proposed Penny Hill turbines would be visible on the NERL Claxby radar in Lincolnshire. It is the opinion of APD Ltd that the level of clutter caused by six turbines situated 8,000 feet beneath the base level of the airway L26, clear of any major aircraft terminal manoeuvring area, would be sufficiently minimal to avoid any objection from NERL after they have undertaken suitable evaluation of the proposal. 12.33 With regards the NERL Manchester Airport primary radar, the Penny Hill site lies in the shadow of the Pennine hills and is unlikely to be “seen” by the Manchester radar. 279 Penny Hill Wind Farm Environmental Statement
SUMMARY OF EFFECTS 12.34 It has been assessed that none of the six airfields surveyed within a 30 km radius of Penny Hill will have any substantive cause for objection, and many have confirmed this during informal consultation. 12.35 The MOD Defence Estates has stated no concerns with the proposal. Because the site does not conflict with a military low level flying area, it is considered unlikely that the MOD would object once the planning application has been submitted. 12.36 Any objection lodged by NERL would probably be based only on clutter interference to the Claxby primary radar in Lincolnshire. However, it has been assessed that any effects would be minimal and would unlikely result in a formal objection to the planning application by NERL. 12.37 The assessment by APD Ltd has found that the proposed wind farm at Penny Hill should not give rise to any objections from aeronautical interests. 280 Penny Hill Wind Farm Environmental Statement
