a summary of the assessment, including proposals to avoid or mitigate
potential adverse effects, where they are identified.
1.9 Throughout the document, reference is made to the Applicant‟s intention to
produce, and adhere to the provisions of, both a Construction Method
Statement (CMS) and an Environmental Management Plan (EMP), prior to
the commencement of construction. A draft EMP for the Penny Hill site is
included as Appendix 12.
1.10 It is envisaged by the Applicant that the scope of both the CMS and the
final EMP will be agreed with the Local Planning Authority, in consultation
with the Environment Agency, through appropriate planning conditions.
BACKGROUND
The Proposed Development
1.11 The main elements of the proposal can be summarised as follows:
Six wind turbines, with a maximum tip height of 132 metres, each with
a maximum individual installed capacity of approximately 3.3
megawatts (MW);
Improvements to existing means of access from the public highway at
Penny Hill Lane;
approximately 3.5 km of new access tracks;
underground electrical cabling;
wind monitoring mast (permanent for the lifetime of the wind farm);
site control building and substation;
a temporary construction compound for the duration of the construction
period; and
hardstanding areas, fences and other associated infrastructure.
1.12 The environmental effects of developing each of these elements are
assessed in this ES.
1.13 In parallel with the proposed development taking place, the Applicant will
establish a Community Fund, which will receive money throughout the life
of the proposed development. The fund will be available to assist local
community projects and discussions will continue to take place between
the Applicant and possible grant funding agencies and bodies with a view
to the Community Fund being used to „lever in‟ additional grant funding for
local projects.
