Analysis 4.46 The main considerations that have influenced the identification of the site, and the design of the wind farm itself are summarised below: Landscape and Visual - Views and experiences of the wind farm including the optimisation of the alignment and grouping of the turbines from particularly sensitive locations; Community - The interests and concerns of residents living in close proximity to the site; Noise - Achieving noise levels that are consistent with the UK Government guidelines (ETSU-R-97, “The Assessment and Rating of Noise from Wind Farms”) at the relevant noise sensitive locations around the site; Key Habitats and Species - Reducing impacts on the flora and fauna of the application site; Wind Resource – Achieving a design of wind farm that is economically viable and environmentally acceptable based on the available wind resource and taking into accounts the topography of the site; Health and Safety - Ensuring adequate provision for safety is included at the design stage of the wind farm; Individual Turbine Locations - Ensuring the spacing between individual turbines achieves safe and efficient operation and are consistent with manufacturers warranty requirements; Archaeology - The need to avoid adverse impacts on the archaeological resource; Hydrology - The need to avoid existing surface water features and abstraction points; Radar - the potential visibility of turbines to civilian and military aeronautical radars; and Radio-communications - the need to identify and stand-off radiocommunications links across the site. 4.47 The final six turbine layout attempts to meet all of the objectives set out above and is a scheme which is a suitable scale for the area proposed, as set out in the report “Planning for Renewable Energy Targets in Yorkshire and Humber” (December 2004), i.e. a local scale scheme in a suitable pocket of land which fits with the target set for renewable energy in Rotherham for 2021. 39 Penny Hill Wind Farm Environmental Statement
5. CONSTRUCTION, OPERATION AND DECOMMISIONING CONSTRUCTION METHOD STATEMENT 5.1 Prior to the commencement of construction, an Environmental Management Plan (EMP) and Construction Method Statement (CMS) shall be produced by the Applicant, in consultation with the local planning authority and other relevant statutory consultees. 5.2 The CMS will set out in detail the individual items of works associated with the construction of the wind farm development to ensure that the activity is carried out in safety and in an environmentally sensitive manner. Typically the documents would cover the following topics, providing full technical details of the various temporary and permanent components of the scheme: Location & Description of Project; Consent & Regulation Approvals; Pre-construction Survey Work Undertaken; Turbine Description; Construction Schedule; Public Highway Works; Site Tracks; Temporary Construction Compound; Crane Pads; Cable Trenches; Foundation Works; On-site connection building and switchgear compound; Wind Monitoring Mast; Concrete Batching – including any local water abstraction; Monitoring – Ecological, Hydrological, Geotechnical; Emergency Procedures; and Site Health & Safety. 5.3 Other sections, relating to site-specific items identified during the preconstruction phase could also form part of the CMS.. 40 Penny Hill Wind Farm Environmental Statement
