16. OTHER ISSUES
INTRODUCTION
16.1 This section sets out the approach to environmental management and also
addresses health and safety concerns related to the construction and
operation of the proposed wind farm development, including potential
effects on users of public footpaths and bridleways within the vicinity of the
site.
ENVIRONMENTAL MANAGEMENT
ENVIRONMENTAL MANAGEMENT PLAN
16.2 The Applicant‟s environment team is responsible for the development of
the company‟s environmental management system (EMS) that has been
certified to the BS EN ISO 14001:2004 standard (since May 2005) and is
subject to regular internal audit and independent external audit. A
requirement of the EMS is the preparation of an Environmental
Management Plan (EMP) setting out environmental performance
objectives and actions for each site. A draft EMP produced by the
Applicant can be found in Appendix 12.
16.3 The proposed EMP would identify the risks to the environment from all
phases of the wind farm construction, operation and decommissioning. It
will outline the environmental control measures that will be implemented to
comply with the environmental quality objectives set for the Penny Hill site.
16.4 In respect of the Penny Hill site, the main sources of environmental
objectives and commitments are likely to be:
The company‟s environmental policy and code of practice;
Planning conditions; and;
Other environmental consents and authorisations.
16.5 The EMP would address the following aspects of the development:
Site management;
Fencing and security;
Drainage;
Construction of the site compound;
Concrete management;
