Analysed and considered consultation feedback (detailed in the independent Ipsos<br />

MORI report in Appendix F) in our next steps work, see Section 6.3, and further<br />

presented our work at the stakeholder engagement event held on 28 November 2012<br />

Demonstrated willingness to continue dialogue with stakeholders with ongoing press<br />

releases and newsletters following close of consultation as a reminder that we wish<br />

to continue dialogue<br />

Stakeholders were reminded of consultation close via a programme newsletter, press<br />

advert and on the programme website. Additionally, key stakeholders such as CCG<br />

Chairs were personally written to by the programme and urged to respond<br />

Post-consultation engagement has continued with the programme engaging with<br />

MPs, HOSCs, the JHOSC and other groups. Additionally, a large public engagement<br />

event was held by the programme on 28 November<br />

A plan has been written for engagement during implementation. In particular to<br />

ensure that stakeholders understand the JCPCT decisions, how they can use<br />

existing services and new services. This will involve engagement with key groups<br />

such as; Councils, HOSCs, the JHOSC, MPs, LINks, PPAG and those people that<br />

responded to the consultation or wish to be kept informed.<br />

End-review feedback<br />

The Consultation Institute awarded us their compliance certificate in January 2013, having<br />

addressed the mid-review feedback and continued engagement. The full letter of compliance<br />

is in Appendix I.<br />

“As we approach the conclusion of the consultation project undertaken on behalf of the NHS<br />

in North-West London, I have pleasure in confirming that the Institute is able to endorse your<br />

process…. We examined such activities as you had already undertaken and made a series<br />

of recommendations which were discussed with you over an extended period.<br />

We were able to sign-off the Mid-term Review and the Closing Date Review but again<br />

subject to recommendations which we delighted to note have acted upon.<br />

As the process culminates in a Final Report, I am now in a position to confirm that despite a<br />

number of challenges, the Institute believes that you have conducted a satisfactory<br />

consultation process overall”.<br />

6.2.7 The implications of this feedback on the consultation<br />

We considered the feedback received about the consultation process as follows:<br />

Pre-consultation engagement was planned in discussion with stakeholders such as<br />

the JHOSC and PPAG included:<br />

o Formal meetings<br />

o Focus groups<br />

o Three public events each attended by several hundred members of the public<br />

and local clinicians<br />

o Engagement with providers, patient groups, hard to reach groups and<br />

stakeholders outside of North West London.<br />

We consulted for 14 weeks, which is in line with previous Cabinet Office guidance<br />

and was agreed with the JHOSC. During this time we distributed over 500,000<br />

documents, attended over 200 events and met over 2,000 people from<br />

underrepresented groups. We also:<br />
