8.4.2. Qualitative feedback<br />

In addition to the survey responses summarised above, a range of stakeholders and<br />

respondents provided additional, qualitative, feedback that helps describe the range of views<br />

towards <strong>Shaping</strong> a <strong>healthier</strong> <strong>future</strong> across NW London. A selection of this feedback is<br />

highlighted in this section; full details on the consultation responses can be found in<br />

Appendix F.<br />

The principle of delivering out of hospital services received support from a range of<br />

stakeholders, both as an improvement in care and as a means to delivering <strong>Shaping</strong> a<br />

<strong>healthier</strong> <strong>future</strong>. For example:<br />

Central London Community Healthcare Trust<br />

“Our Trust strongly supports the proposals relating to Out of Hospital Care that are contained<br />

within the consultation document….If, as is proposed, resources will be redirected and<br />

realigned, we agree that a sufficient scale in the organisation of primary and community<br />

health provision will be achieved to secure good health outcomes for patients in the setting<br />

of their choice in or closer to home within the available resource limits. This will reduce the<br />

current level of demand for hospital bed days.”<br />

Harrow Council Health and Social Care Scrutiny Sub-Committee<br />

“The out of hospital strategy will be the foundation to ensuring changes in acute services<br />

succeed.”<br />

The main area for development highlighted by individuals and organisations responding to<br />

the consultation was the need for confidence in the capacity of services to deliver out of<br />

hospital strategies; this confidence will provide confidence in <strong>Shaping</strong> a <strong>healthier</strong> <strong>future</strong>. In<br />

particular, implementation planning was highlighted as a key area of concern. For example:<br />

“We welcome the move to improved out of hospital services and see these as the essential<br />

building block, which must be in place and effective before any reduction of current hospital<br />

services.”<br />

Harrow LINk<br />

“We support the vision outlined in the consultation but advise caution in implementation of<br />

hospital service reconfiguration until robust out of hospital services are in place.”<br />

Hammersmith and Fulham LINk<br />

“Whilst the H&F LINk very much welcomes this initiative, the timeframes for implementation<br />

seem very challenging and there is an absence of detail in the strategy. Indicators of<br />

success and safeguards to protect patient safety during the transition are required.”<br />

London Borough of Hounslow Health and Adult Care Scrutiny Panel<br />

“The described vision for out of hospital care must be in place before the reconfiguration of<br />

hospital services begins. In addition, to ensure that the vision is delivered in practice, the<br />

NHS Commissioning Board must put in place robust contract levers so that GPs deliver the<br />

quality standards and vision for primary care set out in the consultation document.”<br />
