7.24 Establishing the Paediatric clinical implementation group<br />

The Paediatric Clinical Implementation Group (CIG) was set up in response to<br />

recommendations from the National Clinical Advisory Team; it succeeded other clinical<br />

groups that had been considering clinical standards and models early on in the programme.<br />

The CIG was specifically tasked with reviewing existing and newly emerging clinical<br />

standards, engaging with clinical stakeholders and responding to issues and responses from<br />

consultation. Additionally, patient group representatives were invited to be members of the<br />

Group.<br />

The CIG met and spoke regularly, considered evidence, responses to consultation and has<br />

agreed this report.<br />

The CIG has representatives from all hospitals in NW London as well as representatives of<br />

the patients.<br />

As well as promoting best practice/evidence based high quality care standards, the purpose<br />

of the CIG was to:<br />

To ensure the reconfiguration programme develops robust implementation plans for<br />

the delivery of paediatric services.<br />

To ensure that implications for paediatric services are communicated and fully<br />

understood at local level and that clinical colleagues are kept informed.<br />

It‟s responsibilities were:<br />

To ensure the robustness of proposals and modelling underpinning the paediatric<br />

services aspects of the programme.<br />

To ensure alignment between the plans for implementing changes to paediatric<br />

services and the agreed clinical standards.<br />

To lead the implementation of relevant recommendations made by the National<br />

Clinical Advisory Team (NCAT) and the Office of Government Commerce (OGC)<br />

review reports.<br />

To provide information to the Programme Board, and its groups, to support the<br />

implementation of changes to the configuration of services in NHS NW London.<br />

7.25 Paediatric clinical standards agreed post-consultation<br />

Through the expertise and experience of its members, the CIG considered existing<br />

guidelines, standards from professional bodies, Royal colleges and the London Health<br />

Programmes. The CIG also responded to a review and subsequent discussions with the<br />

Department of Health National Clinical Advisory Team (NCAT)<br />

The CIG has adopted the new London Health Programme standards for Paediatric<br />

Emergency Services, which have in turn drawn on a wide range of other guidance and data<br />

from London hospitals.<br />

Additionally the CIG have considered and adopted the Department of Health‟s Toolkit for<br />

High-Quality Neonatal Service (2009), the British Association of Perinatal Medicine (BAPM)<br />

Service Standards for Hospitals Providing Neonatal Care (2010), NICE Quality standard for<br />

specialist neonatal care (2010) and the standards detailed in the document “Facing the<br />

Future: Standards for Paediatric Services (December 2011)”, and “Facing the Future:<br />

Review of Paediatric Services (April 2010) from the RCPCH (Royal College of Paediatrics<br />

and Child Health)”.<br />
