These criteria were used pre-consultation to identify the three consultation options.<br />

It is important to note that the first two evaluation criteria, Quality of Care and Access to<br />

Care, have parallels with hurdle criteria 1 and 5 (as set out in Chapter 9b):<br />

Hurdle criterion 1: The correct care setting model to deliver high quality care<br />

Hurdle criterion 5: Ensure a good geographical spread of major hospitals across<br />

NW London<br />

They are included within the evaluation criteria because:<br />

The earlier analysis indicates their importance to all stakeholders<br />

During this stage they are used to assess the relative merits between options,<br />

evaluating the criteria with more detailed metrics and analysis<br />

9.9.3 Feedback received about the evaluation criteria during consultation<br />

During consultation we sought feedback about the evaluation criteria we used to identify the<br />

consultation options. We wanted to understand if people agreed with the criteria and if<br />

people had any suggestions for how they could be improved. We asked people the following<br />

question in our response form:<br />

Question 22: Please say how important you think each of these criteria (measures)<br />

should be in choosing which hospitals should be major hospitals, rating their<br />

importance on a scale where 10 means ‘absolutely vital’ and 0 means ‘not important<br />

at all.<br />

This data has been analysed in two ways:<br />

1. Calculating a mean value for each criteria (i.e. an average score across all<br />

respondents answering the question).<br />
