Travel analysis was used in the development of the options as part of the hurdle<br />

criteria process.<br />

Distance and travel times are not the only important factors in terms of access. Other factors<br />

such as opening times and translation services are also important. However clinicians<br />

agreed that these factors are either driven by Out of Hospital services or are able to be<br />

provided equally under all the options.<br />

The evaluation in Figure 9.50 was approved by the Clinical Board and the Programme Board<br />

pre-consultation.<br />

9.9.18 Feedback received about sub-criterion distance and time to access services<br />

sub-criterion<br />

During consultation we received the following feedback related to the distance and time to<br />

access services pertinent to the identification of the recommendation:<br />

Paddington Green Health Centre Practice Patient Participation Group<br />

“The key issue is public transport. Links to many hospitals are poor and complex and the<br />

time to improve links is too slow. Patients requiring immediate, urgent care don't have<br />

transport issues but visitors and patients who need follow-up appointments have a great deal<br />

of difficulty.”<br />

Onkar Sahota, London Assembly Member for Ealing and Hillingdon<br />

“The proposed changes would lead to increased journey times to major hospitals for more<br />

than 174,000 people from key equality groups such as older people and pregnant women.<br />

These adverse effects would disproportionately affect people in deprived parts of the<br />

borough.”<br />

Hammersmith and Fulham LINk<br />

“Under the NWL NHS preferred „Option A,‟ a significant number of local residents will have<br />

to travel to St Mary‟s to access an „A&E‟ department. The LINk has received a number of<br />

concerns from our members about the accessibility of transport options and proposed<br />

transport times to St Mary‟s especially for disabled people.”<br />

“Concerns that travel times analysis does not accurately reflect the reality of travelling across<br />

the borough; neither does it account for the impact of planned regeneration developments in<br />

coming years. As a consequence there are significant concerns that this will result in<br />

delayed access to health services including emergency services.”<br />

North West London Joint Health Overview and Scrutiny Committee<br />

“There is insufficient analysis of the impact of the proposals on travel at a borough level,<br />

especially for the poorest and most vulnerable communities. Plans to reduce any negative<br />

impact on access to re-located services by some local populations are not yet identified.”<br />

“Access by public transport in the view of the Board needs to be reconsidered to ensure<br />

patient flows are not different to those modelled. If the modelling is incorrect some hospitals<br />

potentially could become overwhelmed and families or carers may have difficulty visiting<br />

patients in hospital.”<br />

“Whilst total numbers of trips to each hospital have been clearly modelled, data on absolute<br />

and percentage increase in trips to hospital sites such as West Middlesex are not available.<br />
