5.5 A detailed description of the seven stage process<br />

This section provides a detailed description of the seven stages of the process for identifying<br />

the recommended option during decision making.<br />

5.5.1 Stage 1 – The case for change<br />

The first stage of the process for identifying a recommended option is to detail the Case for<br />

Change (as described in Chapter 4) and confirm it supports the arguments for reconfiguring<br />

services, including confirming that „do nothing‟ is not an option.<br />

During consultation we asked people whether they agreed with the Case for Change and<br />

this feedback will inform this stage of the process. We also asked for and responded to<br />

feedback when it was published in January 2012. See Chapter 9, Section 9.3.<br />

5.5.2 Stage 2 – The vision for change<br />

Local clinicians agree that in order to meet the challenge set out in the Case for Change,<br />

<strong>Shaping</strong> a <strong>healthier</strong> <strong>future</strong> will be guided by a vision that sets out how patients will be treated<br />

in the <strong>future</strong> to ensure they receive the highest standards of care. The second stage of the<br />

process establishes a foundation from which to design services.<br />

5.5.3 Stage 3 – The clinical standards<br />

To deliver the vision and drive the improvements in clinical quality and reduce the variation<br />

documented in the Case for Change, local clinicians have developed a set of clinical<br />

standards based on the latest evidence, see Chapter 7, Section 7.3, including information<br />

and feedback from the Royal Colleges, London Health Programmes, reviews by NHS<br />

London, NICE guidelines, NCAT, work by our Clinical Implementation Groups (CIGs), and<br />

patient groups. These standards cover out of hospital, urgent and emergency care, maternity<br />

and paediatrics.<br />
