We commissioned an Equalities Review prior to consultation. This work was<br />

to the required level to support the JCPCT’s decision to proceed to<br />

consultation. This pre-consultation work outlined a number of areas for further<br />

consideration.<br />

We subsequently undertook focused sub-group analysis during the post<br />

consultation period to ascertain the specific impacts on protected groups. Out<br />

of this work we developed an action plan for the implementation phase. All of<br />

this work is described in this document.<br />

We are not aware of evidence to support links between deprivation and the<br />

need for additional emergency services. However, the proposals were<br />

developed to minimise the impacts on access by ensuring a geographical<br />

distribution of the proposed major hospital sites. Critically, work to develop<br />

community services (where there is evidence that deprived communities<br />

need additional services) will ensure appropriate access for local populations.<br />

We have developed proposals that seek to minimise access implications.<br />

Post consultation we undertook a literature review to ascertain the latest<br />

available evidence regarding any links between deprivation and need for<br />

proximity of access to acute care.<br />

We also extended the scope of our equalities work to include deprivation.<br />
