“The core argument rests on the number of emergency surgeons available to support the<br />

rotas at each site, and the relatively low population catchment per current rota. However this<br />

should be tested further. The extent to which this takes account of the differential needs of<br />

local people and the significant population increases anticipated over the coming years is not<br />

clear. The theory is also based on sound but general supporting evidence developed by the<br />

Royal Colleges. Again, this should have been tested further against the current reality of<br />

service need in NW London.”<br />

9.7.19 The implications of this feedback on our analysis to identify the viable number<br />

of major hospitals<br />

The feedback we received about the fourth hurdle criterion did not include suggestions for<br />

alternatives. We considered the feedback received as follows:<br />

Response to feedback about differential needs in the Rideout report: the<br />

guidelines from the Royal Colleges consider population size the key determinant of<br />

A&E distribution.<br />

Response to feedback about population increases in the Rideout report: We<br />

have explored the impact of possible population changes through our work on<br />

sensitivity analysis. The robustness of planning assumptions is examined using<br />

sensitivity analysis to ensure that the model is cognisant of all issues, including<br />

changes in the underlying activity data.<br />

9.7.20 Outcome of the fourth hurdle criterion to identify the viable number of major<br />

hospitals<br />

Given the feedback, the absence of any suggested alternative, clinicians identified that only<br />

options that have five major hospitals are viable in the medium term. We confirmed this<br />

decision with the Clinical Board and Programme Board during the post consultation phase.<br />

This outcome is unchanged from pre-consultation.<br />

9.7.21 Purpose of the fifth hurdle criterion to indentify the geographical spread of<br />

major hospitals<br />

The fifth hurdle criterion examines the location of the five major hospitals across NW<br />

London.<br />

9.7.22 Analysis to indentify the geographical spread of major hospitals<br />

There are 126 potential ways of configuring the nine current acute sites in NW London as<br />

five major hospital sites. Travel analysis was used during this part of the process to<br />

determine the location of five major hospitals. Travel time has been used in two ways to<br />

support the analysis of the potential reconfiguration options:<br />
