8.4. Consultation responses<br />

The <strong>Shaping</strong> a <strong>healthier</strong> <strong>future</strong> consultation highlighted a number of key areas of focus for<br />

residents of NW London regarding out of hospital services. The plans for delivery of out of<br />

hospital services, and the service models for different settings of care, were refined in<br />

response to this feedback.<br />

In the overall responses to consultation, a number of stakeholder organisation supported the<br />

principle that out of hospital services are vital to the delivery of <strong>Shaping</strong> a <strong>healthier</strong> <strong>future</strong><br />

and offer improvements for patients. However, concerns were raised that the plans for out of<br />

hospital delivery are less well developed than the reconfiguration proposed by <strong>Shaping</strong> a<br />

<strong>healthier</strong> <strong>future</strong> and that the sequencing of service changes will be vital, as out of hospital<br />

services need to have sufficient capacity and capability to deliver as planned.<br />

In response, we have further developed our plans for delivering care out of hospital. CCGs<br />

are delivering a significant proportion of their plans for out of hospital care in the next<br />

financial year (see Section 8.23.3 and Appendix J), and our plan for implementation of<br />

<strong>Shaping</strong> a <strong>healthier</strong> <strong>future</strong> makes clear the services that need to be delivering before<br />

changes to acute provision can be made (see Chapter 17). Delivery of new services in the<br />

out of hospital setting will require redesign and procurement of services working to the new<br />

operating model including the workforce associated with the activity.<br />

Specific comments were made during the consultation about the importance of access to<br />

primary care and the integration of health and social care. In response to this, primary care<br />

is organising into networks to enhance its capacity. Many of the settings of community<br />

services will offer extended primary care services and integrate with social care services.<br />

Specific consultation responses were also received about some of the key elements of our<br />

plans for out of hospital services, including standards for care outside of hospital, delivering<br />

services locally, urgent care centres, elective hospitals, local hospitals, and Central<br />

Middlesex Hospital. Responses to these issues are summarised below.<br />

8.4.1. Quantitative feedback<br />

Described below are the main quantitative findings for the consultation process; further<br />

details about each area can be found in Appendix F.<br />

The quality standards for care outside of hospital received widespread support<br />

across NW London (67% support vs. 12% opposed)<br />

Support for the delivery of services locally was more mixed:<br />

o Delivering hospital services locally received more support (43%) than<br />

o<br />

opposition (25%)<br />

However, improving the range of services delivered outside of hospital had<br />

slightly less support (44%) than opposition (48%), with open-ended<br />

comments suggesting some scepticism about the capacity and skill-mix of out<br />

of hospital care<br />

Plans for urgent care centres received more support (41%) than opposition (24%);<br />

more detailed discussion of responses to feedback on urgent care centres can be<br />

found in the report of the clinical implementation group (see Chapter 7b)<br />

Developing hospital sites into elective hospitals received support from over twothirds<br />

of respondents (68% support vs. 21% opposed). Open-ended responses<br />

suggested it would be a good use of existing space and resources to utilise hospital<br />

sites in this way<br />

Developing Central Middlesex Hospital into a local hospital received more support<br />

(30%) than opposition (19%). Most open-ended responses suggested it was a<br />
