8. Critical Success factors<br />
The District Collector had issued orders to the <strong>of</strong>ficers <strong>of</strong> the Collectorate to ensure that all the<br />
citizen-centric work is h<strong>and</strong>led through the Jan Sewa Kendra only. The Service Provider, M/S<br />
Peach Computers, has continuously evolved <strong>and</strong> upgraded the s<strong>of</strong>tware to ensure the best<br />
performance. Officers monitor the issues at their own departments <strong>and</strong> focus on eliminating<br />
over dues. Such combined teamwork has yielded success to the initiative.<br />
Implementation <strong>of</strong> ICT for e-Governance<br />
Use <strong>of</strong> SMS for automatic alerts <strong>and</strong> on dem<strong>and</strong> information, IVRS for 24x7 status information,<br />
Barcode <strong>and</strong> Smart Electronic Trackers for tracking, registry <strong>and</strong> error-free data entry, Website<br />
for status track <strong>and</strong> form information, Fingerprint Biometrics for recognition have <strong>of</strong>fered<br />
convenience, speed <strong>and</strong> transparency to citizens.<br />
Citizen ID<br />
The concept <strong>of</strong> Customer ID (Citizen ID) has helped minimize the paperwork as well as data<br />
entry work in case <strong>of</strong> entering the application information. Citizens re-use previously-submitted<br />
documents in new applications to the Jan Sewa Kendra.<br />
Taluk-level Connectivity<br />
The Taluk-level centers use the same s<strong>of</strong>tware <strong>and</strong> connect to the central database through<br />
GSWAN. This has facilitated centralized monitoring, <strong>and</strong> has helped create a central data<br />
record for the entire <strong>district</strong>.<br />
9. Key Learnings<br />
a. <strong>Project</strong> has front-end automation where service requests are accepted<br />
b. The government creates many Data bases related to citizens like Voters’ list, Ration<br />
Card Database, L<strong>and</strong> records, BPL Survey etc. The use <strong>of</strong> these different databases is to<br />
be regulated <strong>and</strong> st<strong>and</strong>ardized for delivering citizen services electronically.<br />
c. Extensive focus on employee skill up gradation <strong>and</strong> employee involvement in the whole<br />
process <strong>of</strong> reengineering <strong>and</strong> automation<br />
