Study Report on Assessment <strong>of</strong> the <strong>Mode</strong>l e-<strong>district</strong>s<br />

campaign. Through advertisement <strong>and</strong> publicity the citizens were requested to come to the<br />

campaign centre to avail <strong>of</strong> the online services. The promise was that the services would be<br />

provided within a maximum <strong>of</strong> 2 hours, including enquiry time, if any <strong>and</strong> no paper based register<br />

would be used in the whole exercise.<br />

5. Techology <strong>and</strong> Data Digitization<br />

5.1 Technology - Development Platform<br />

In-house S<strong>of</strong>tware Development team had developed the various Applications for the citizen<br />

services <strong>and</strong> these have been developed in Visual Basic with DB2 as the backend. Accel ICIM had<br />

supplied the Hardware for the Collector <strong>of</strong>fice, Taluk <strong>of</strong>fices <strong>and</strong> Block <strong>of</strong>fices.<br />

During development <strong>of</strong> the application IBM provided free DB2 <strong>and</strong> its technical support for project<br />

implementation, which helped in reduction <strong>of</strong> the cost. The application developed by NIC in the<br />

rest <strong>of</strong> the 29 <strong>district</strong>s is in VB as front-end <strong>and</strong> SQL as backend. The overall e-<strong>district</strong> application<br />

development was done in 12 months.<br />

The e-<strong>district</strong> application also uses an optimal mark reader Technology, using scan facility for the<br />

civil supply department (PDS) to detect malpractices<br />

The Supercop application serves as a back-up package. All the entries pass through this <strong>and</strong> a copy<br />

<strong>of</strong> each entry is stored here. In the event <strong>of</strong> system crash, the data are restored a matter <strong>of</strong> two<br />

hours or less. Limited <strong>of</strong>ficials have access to the back-up floppies <strong>and</strong> usage <strong>of</strong> the Supercop<br />

application.<br />

5.2 Hardware details <strong>and</strong> the procurement process<br />

The <strong>district</strong> had acquired servers, fat client machines, thin client machines, UPS, laser <strong>and</strong> dot<br />

matrix printers, LCD projector <strong>and</strong> power back up generators for the Collectorate, Taluks <strong>and</strong><br />

blocks<br />
