Study Report on Assessment <strong>of</strong> the <strong>Mode</strong>l e-<strong>district</strong>s<br />
S<strong>of</strong>tware<br />
The “Jan Setu” s<strong>of</strong>tware for the G<strong>and</strong>hinagar Collectorate was developed by M/s Peach<br />
Computers, G<strong>and</strong>hinagar. The s<strong>of</strong>tware supports h<strong>and</strong>ling <strong>of</strong> all the issues, <strong>of</strong>fers flexibility to<br />
add new issues, supports the Jan Sewa Kendra website <strong>and</strong> allows online status monitoring,<br />
online issue <strong>of</strong> forms, feedback, etc. The s<strong>of</strong>tware manages one single database for the entire<br />
<strong>district</strong> <strong>and</strong> maintains 24-hour connectivity with Taluks. The features <strong>of</strong> auto-SMS, auto-email,<br />
SMS query, IVRS, barcode support, Biometric fingerprint identification, token-based priority<br />
management, etc. are built in to the s<strong>of</strong>tware. Inward <strong>and</strong> Outward Registry <strong>and</strong> barcode ID for<br />
every case is also an important feature <strong>of</strong>fered by the s<strong>of</strong>tware.<br />
Micros<strong>of</strong>t is the main technology platform from Networking to the User Interface. The system is<br />
developed on a Windows networking platform, with database in SQL Server. The s<strong>of</strong>tware was<br />
developed in ASP.NET <strong>and</strong> VB.NET.<br />
• Upgrade <strong>of</strong> Technology <strong>and</strong> Services<br />
The technology <strong>and</strong> service provider, M/s Peach Computers, demonstrated the upgrade<br />
version <strong>of</strong> the s<strong>of</strong>tware-hardware which was under trial. The upgrade version <strong>of</strong>fers the<br />
following additional features:<br />
• Distributed service provider outlets (Franchises) at remote locations, connected by the<br />
Internet to the central server<br />
• Online Submission <strong>of</strong> applications permitting applications by self<br />
• Re-use <strong>of</strong> Image or paper copies <strong>of</strong> documents through central archives<br />
• Direct e-Transmission <strong>of</strong> Certificates to agencies at the request <strong>of</strong> the applicants<br />
• Parallel Processing <strong>of</strong> a case by different <strong>of</strong>ficers<br />
• Exp<strong>and</strong>ed activities to track the service delivery aspects for health, education,<br />
agriculture, etc. related issues<br />
• Flexible <strong>and</strong> user-definable G2C, B2C <strong>and</strong> C2C issues<br />
• Use <strong>of</strong> biometrics for attendance <strong>of</strong> <strong>of</strong>ficers <strong>and</strong> field workers<br />
Data <strong>and</strong> Digitization<br />
<strong>Department</strong>s such as l<strong>and</strong> records, election, relief schemes, Ration Cards had their own data<br />
records. The Jan Sewa Kendra plans to digitize <strong>and</strong> integrate this data. They propose to<br />
integrate this data in version 2 <strong>of</strong> their application by keeping scanned copies in the server.<br />
Presently they are not maintaining any physical or digital copies. The database they are<br />
creating has got no legal sanctity; it is a database for internal use for returning applicants.<br />
