Due to scarcity <strong>of</strong> organized funds, the <strong>district</strong> went ahead with open tender procedure <strong>and</strong><br />

finalized the lowest bidder before mobilizing the funds. By the time the tenders neared their<br />

logical end, the requisite resources were mobilized from various sources. In this way there was no<br />

wastage <strong>of</strong> time in the acquisition <strong>of</strong> hardware. When the hardware acquisition process was on, the<br />

application s<strong>of</strong>tware were developed using the minimum infrastructure available. The hardware<br />

infrastructure at the Taluks/Blocks in Thiruvarur is different from the rest <strong>of</strong> the 29 <strong>district</strong>s.<br />

5.3 Network infrastructure<br />

For the purpose <strong>of</strong> high-speed connectivity to link all the <strong>of</strong>fices <strong>of</strong> the District <strong>of</strong> Thiruvarur with<br />

the Collectorate through wireless Local Area Network, it was planned to install wireless LAN towers<br />

<strong>and</strong> Microwave radios. For the purpose, the project was designed to install three central access<br />

points. One at the Collectorate, one at Muthupet <strong>and</strong> another at Mannargadi <strong>and</strong> remote access<br />

points at the Taluk <strong>of</strong>fices, Block <strong>of</strong>fices <strong>and</strong> RDOs <strong>of</strong>fices. The vendor (M/s Unity Electro System,<br />

Coimbatore) has installed all the towers, but currently, the wireless LAN is not being used. This is<br />

due to the statutory requirement <strong>of</strong> furnishing License fee <strong>and</strong> Royalty <strong>of</strong> Rs. 3.21 lacs to the<br />

Ministry <strong>of</strong> Communication, GOI, which the District is unable to pay.<br />

The following infrastructure were built as part <strong>of</strong> this initiative<br />

• 50 metre towers at Collectorate – one<br />

• 45 metre tower at Mannargudi (Police tower) – one<br />

• 30 metre towers in Tiruthuraipoondi <strong>and</strong> Muthupet – Two<br />

• 24 metre tower at Valangaiman Taluk – one<br />

• 18 metre towers at Kodavasal , Needamangalam <strong>and</strong> Nannilam Taluks – Three<br />

• 6-12 metre towers – 6<br />

• 802.11b wireless bridges (CISCO) – three<br />

• 802.11b wireless access devices – 5. (six more to be installed)<br />

5.4 Data Digitization<br />

There were a large amount <strong>of</strong> manual records digitized during the project implementation, which<br />

include<br />

• As on April 2001, total number <strong>of</strong> 15.4 million l<strong>and</strong> records was digitized for the entire<br />

<strong>district</strong>.<br />
