4. Implementation Strategy<br />

The scope <strong>of</strong> the project included :<br />

1. Setting up <strong>of</strong> a Jan Sewa Kendra or Citizen Civic Centre based on e-Governance, which<br />

included online tracking <strong>of</strong> redressal <strong>of</strong> grievances with the Citizen’s Charter <strong>and</strong> the<br />

citizen as its main focus.<br />

2. The working environment <strong>of</strong> the Collectorate to be clean, green <strong>and</strong> welcoming.<br />

3. Extensive focus on employee skill upgradation <strong>and</strong> procedure / process reengineering to<br />

provide hassle-free, accountable, transparent <strong>and</strong> speedy governance to the citizen.<br />

4. One <strong>of</strong> the points <strong>of</strong> focus was employee motivation by making better basic amenities<br />

available to them.<br />

5. The back <strong>of</strong>fice was to be computerized <strong>and</strong> made efficient to support the front <strong>of</strong>fice.<br />

6. The system was to be set up at Headquarters <strong>and</strong> extended to the 11 Talukas in the <strong>district</strong><br />

in a phase wise manner.<br />

The support required from the <strong>State</strong> Government included<br />

1. Approval <strong>of</strong> the proposal to elicit sponsorships to the tune <strong>of</strong> Rs. 1.7 crores for furnishing,<br />

fixtures, facilities, computers at the Jan Sewa Kendra.<br />

2. Unequivocal direction to PWD to adhere to their time schedule for the completion <strong>of</strong> the<br />

basic infrastructure <strong>and</strong><br />

3. A grant <strong>of</strong> Rs. 12 lacs for shifting <strong>of</strong> logistics (such as telephones, fibre optic network,<br />

records, furniture etc.) from old premises to the new one.<br />

The operationalization <strong>of</strong> the system required a large component <strong>of</strong> system reengineering <strong>and</strong><br />

motivation <strong>and</strong> attitudinal change on the part <strong>of</strong> the employees. Employee’s skill had to be<br />

upgraded <strong>and</strong> attitudes transformed, appropriate hardware was to be procured <strong>and</strong> s<strong>of</strong>tware to be<br />

developed <strong>and</strong> the working environment also had to change simultaneously.<br />

The planning was based on the premise that all the employees <strong>of</strong> the Collectorate would be<br />

involved in some way or other in the project at every stage. It also took into account the felt needs<br />

<strong>of</strong> the citizens culled out <strong>of</strong> several interactions that the Collector, Additional Collector, Resident<br />

Deputy Collector, Prant Officers, Mamlatdars etc. had with various groups <strong>of</strong> people (including<br />

citizen groups from both rural <strong>and</strong> urban areas). The project was divided into three phases <strong>and</strong> a<br />

time limit was decided for completion <strong>of</strong> each phase.<br />
