7. Current Status <strong>of</strong> the <strong>Project</strong><br />
• <strong>Project</strong> Champion Mr. Umashankar had willing<br />
accepted the task <strong>of</strong> Pilot e-<strong>district</strong> <strong>and</strong> was involved<br />
the Head <strong>of</strong> Functional <strong>and</strong> administrative componen<br />
<strong>of</strong> the project.<br />
• He also created Technical team in Collectorate <strong>and</strong> w<br />
involved directly in the s<strong>of</strong>tware development.<br />
• He organized may training programmes for the citize<br />
<strong>and</strong> employees<br />
The way-forward for the Thiruvarur e-<strong>district</strong> project was implementation <strong>of</strong> the wireless<br />
technology to connect all the 7 Taluk <strong>of</strong>fices, 2 revenue divisional <strong>of</strong>fices, 10 Panchayat Union<br />
<strong>of</strong>fices with the collectorate. The concept was to convert the collectorate into a paperless<br />
environment. However it was not implemented due to lack <strong>of</strong> funds.<br />
• Due to lack <strong>of</strong> timely funds <strong>and</strong> project ownership the project progress has not been<br />
significant after year 2001. However the e-<strong>district</strong> application has been running in the<br />
Taluks for the last several years <strong>and</strong> user charges are being collected. The Taluk<br />
automation s<strong>of</strong>tware is widely used application amongst the 20 e-governance application<br />
developed. We had visited the Taluk <strong>of</strong>fice <strong>of</strong> Thiruvarur <strong>and</strong> the collector ate, some <strong>of</strong> the<br />
issues that needs to be resolved in the existing scenario<br />
• The Taluk Automation application is the main application which is in use. Other key<br />
applications such as Block Automation, Transport, <strong>and</strong> Estimator etc are not in use<br />
• Based on the discussions with the existing <strong>of</strong>ficials information technology <strong>and</strong> its use is not<br />
a current priority <strong>of</strong> the <strong>district</strong>.<br />
• S<strong>of</strong>tware was developed by an in-house application development team; all the<br />
programmers involved have left the <strong>district</strong> administration. Since NIC was not involved in<br />
the application development, it s not able to provide the s<strong>of</strong>tware troubleshooting <strong>and</strong><br />
maintenance<br />
• The Hardware installed at the Taluks <strong>and</strong> Blocks needs to be upgraded. The AMC <strong>of</strong> the<br />
hardware has been expired <strong>and</strong> hardware support is not provided at the Taluks or blocks<br />
• Absence <strong>of</strong> Diesel Genset for operating at the Taluks. Since there is shortage <strong>of</strong> electricity<br />
supply in Taluks, there is need supplement the UPD with Gensets.<br />
