department <strong>and</strong> specific <strong>of</strong>ficer responsible to receive these papers. When the operator presses<br />
“forward” button, a list is generated that contains all the applications which are to be<br />
forwarded to the particular department. Papers are further taken physically by the Jan Sewa<br />
Kendra person to the <strong>of</strong>ficer along with the printed list. The <strong>of</strong>ficer acknowledges the receipt<br />
<strong>of</strong> papers in one <strong>of</strong> the two ways: (1) By using the “smart tracker” – an electronic device with<br />
the bar code scanner, that keeps track <strong>of</strong> the identity <strong>of</strong> the <strong>of</strong>ficer time <strong>of</strong> inward, time <strong>of</strong><br />
outward <strong>and</strong> scanned application / file number (2) By signing one copy <strong>of</strong> the list <strong>and</strong> returning<br />
the same to the Jan Sewa Kendra operator for manual entry. There is one monitoring PC in<br />
every department. The monitoring PC has s<strong>of</strong>tware running <strong>and</strong> is connected to the Jan Sewa<br />
Kendra server through GSWAN. The status about an application gets updated in the Jan Sewa<br />
Kendra on basis <strong>of</strong> inward or outward scanning by the smart trackers or by manual entry about<br />
the registry. Workflow with in one department is also tracked on basis <strong>of</strong> pre-defined chain. As<br />
per that the smart trackers record in <strong>and</strong> out events. Once the paper is out warded from the<br />
last ‘link’ <strong>of</strong> the chain, the papers are considered as returned to the Jan Sewa Kendra for<br />
delivery. If a request has to get clearances from different departments the applicant does not<br />
have to visit these <strong>of</strong>fices to get these clearances. Also, the collectorate departments do not<br />
need to send the formal requests to these outside departments. The Jan Sewa Kendra Back<br />
Office h<strong>and</strong>les this work. Copies <strong>of</strong> the application are sent to these departments directly from<br />
the Jan Sewa Kendra. Subsequently, the Jan Sewa Kendra sends automatic SMS, email<br />
reminders <strong>and</strong> formal reminders are sent to the concerned departments directly. Electronic<br />
Trackers are developed by the vendor, M/S Peach Computers, <strong>and</strong> are used to monitor the flow<br />
<strong>of</strong> papers from table to table <strong>and</strong> to generate alerts in case <strong>of</strong> delays. These trackers have<br />
been implemented on pilot basis at a Taluk headquarter.<br />
Citizen ID<br />
Applicants at the Jan Sewa Kendra are requested to give one <strong>of</strong> the four government issued<br />
photo IDs: (1) Election card, (2) PAN Card, (3) Driving License, (4) Passport. An applicant may<br />
even give more than one ID, or add to the registered IDs at a later time. The ID type <strong>and</strong><br />
number generate a unique customer ID number for the person. In case a person cannot produce<br />
one <strong>of</strong> the above IDs, the s<strong>of</strong>tware assigns a unique number in sequence. Once the customer ID<br />
is issued, the applicant is requested to fill out personal details in the form for the citizen ID.<br />
Thirteen types <strong>of</strong> personal particulars are m<strong>and</strong>atory. These include Name, Residence,<br />
Religion, Gender, etc.<br />
Pre-filled forms for registered customers<br />
Applicants can state their citizen ID at the time <strong>of</strong> form issue. In that case, one page <strong>of</strong> the<br />
form is automatically printed with pre-filled out information. The applicant does not have to<br />
