Study Report on Assessment <strong>of</strong> the <strong>Mode</strong>l e-<strong>district</strong>s<br />
Challenges:<br />
• Availability <strong>of</strong> data <strong>and</strong> amount <strong>of</strong> Data Digitization<br />
Most <strong>of</strong> the services provided depend on either the data collected by the Government<br />
itself through various surveys or the data verified by any government <strong>of</strong>ficial. In W.<br />
Godavari, the MPHS data is used for providing different services. In Ahmedabad <strong>and</strong><br />
G<strong>and</strong>hinagar the citizen gets all the required supporting documents signed <strong>and</strong> receives<br />
the certificate within a day. There is lot <strong>of</strong> data available with different departments<br />
like Election, L<strong>and</strong> Records, Food & Civil Supplies, BPL etc. Availability <strong>of</strong> citizen data<br />
<strong>and</strong> regular updation <strong>of</strong> this data is one <strong>of</strong> the major challenges for eDistrict.<br />
• Synchronization between the SWAN,CSC <strong>and</strong> SDC <strong>and</strong> any other MMP with e-<strong>district</strong><br />
initiative<br />
There are various initiatives taken by Govt <strong>of</strong> India <strong>and</strong> <strong>State</strong> Govt being at various<br />
stages <strong>of</strong> conceptualization <strong>and</strong> implementation. There are few initiatives which have<br />
definite synergies with eDistrict project. Most important <strong>of</strong> them are SWAN, CSC <strong>and</strong><br />
Sate Data centre. The various challenges which require resolution include<br />
o Will the s<strong>of</strong>tware being developed for eDistrict be used by CSCs also,<br />
o Should e-District application be hosted at SDC or at <strong>district</strong> level only<br />
o Would SDC be used for hosting the application at the state level or would be<br />
used a backup <strong>of</strong> <strong>district</strong> level data<br />
o How the SWAN can be used for eDistrict as the project is envisaged to be run<br />
on a PPP model?<br />
It may be mentioned that the scope <strong>of</strong> this project will not include the Panchayati Raj<br />
services, as this is being addressed as a separate <strong>Mission</strong> <strong>Mode</strong> <strong>Project</strong> under the NeGP.<br />
However pilot projects <strong>of</strong> Panchayati Raj institutions may be aligned in the same pilot<br />
<strong>district</strong>s taken up under the e-District program in order to synchronize both the<br />
initiatives.<br />
• St<strong>and</strong>ardization <strong>of</strong> formats for availing the services<br />
Presently the application forms for availing different services are different. These<br />
forms sometimes differ in different <strong>district</strong>s <strong>of</strong> the same state. For implementing<br />
eDistrict one <strong>of</strong> the major BPR activity would be to create a st<strong>and</strong>ardized format,<br />
which can facilitate multiple services.<br />
• Continuance <strong>of</strong> the <strong>Project</strong> team <strong>and</strong> manager for at-least 3 years<br />
It has been observed in all model <strong>district</strong>s that the initiatives were successful due to<br />
diligent efforts <strong>of</strong> a motivated team <strong>of</strong> <strong>of</strong>ficers. There was also a tendency <strong>of</strong> losing the<br />
