Annexure II: Assessment <strong>of</strong> the Thiruvarur District<br />

1. <strong>Project</strong> Background<br />

Thiruvarur <strong>district</strong> <strong>of</strong> Tamil Nadu <strong>State</strong> was a new <strong>district</strong> carved out from Thanjavur <strong>and</strong><br />

Nagapattinam <strong>district</strong>s on 1-1-1997. Thiruvarur is a riparian <strong>district</strong> <strong>of</strong> the Cauvery delta. Its<br />

annual contribution to the paddy production <strong>of</strong> the state is about 5,50,000 tonnes. Wetl<strong>and</strong><br />

agriculture forms the backbone <strong>of</strong> Thiruvarur’s economy. Thiruvarur <strong>district</strong> has over 1.1<br />

million populations. Over 80% <strong>of</strong> the population lives in villages. UNDP had classified Thiruvarur<br />

<strong>district</strong> under ‘highly disaster prone’ list. Cyclones, floods <strong>and</strong> droughts are a recurring<br />

phenomenon there. The literacy level is 68% as per the latest census. The <strong>district</strong> has very high<br />

level <strong>of</strong> poverty <strong>and</strong> associated backwardness. Geographically, Thiruvarur is located at 350 KMs<br />

from Chennai. The Government <strong>of</strong> Tamil Nadu declared Thiruvarur <strong>district</strong> as the pilot-e-<br />

<strong>district</strong> on 13th June 1999 thus paving the way for experimenting various application s<strong>of</strong>tware<br />

tools to automate the government processes aimed at reducing the troubles <strong>of</strong> the citizens in<br />

their interface with the government machinery in their day to day life<br />

As part <strong>of</strong> e-District initiative, for improving public service<br />

delivery, Thiruvarur has developed various computer applications<br />

for <strong>of</strong>fice automation <strong>of</strong> various departments like l<strong>and</strong> <strong>and</strong><br />

revenue record, registration deeds, domiciles, rural department,<br />

Taluk <strong>of</strong>fices <strong>and</strong> Block <strong>of</strong>fices. The pilot e-District rolled out<br />

over 20 e-Governance s<strong>of</strong>tware packages covering various areas<br />

<strong>of</strong> citizen interface with the Government. The major<br />

beneficiaries were agriculturalists, l<strong>and</strong> owners, students,<br />

widows, agricultural labourers above 65 years <strong>of</strong> age, schools<br />

etc.<br />

• The <strong>district</strong> has 7 Revenue Talukas, which are<br />

computerized with many services being provided online.<br />

• Hardware <strong>and</strong> S<strong>of</strong>tware have been installed in all the<br />

Taluks<br />

• Taluk Automation Application is being used in all the<br />

Taluks<br />
