Study Report on Assessment <strong>of</strong> the <strong>Mode</strong>l e-<strong>district</strong>s<br />

There are no short cuts for making such a project successful. These kind <strong>of</strong> projects do have their<br />

own development life span where lot <strong>of</strong> issues related to variety <strong>of</strong> subject like functionality,<br />

technology, change management are required to be dealt with. Hence there can be few quick wins<br />

but for creating a sustainable <strong>and</strong> workable model it is required that sufficient time <strong>and</strong> energy is<br />

spent on proper resolution <strong>of</strong> problems areas.<br />

In a typical file flow system the documents move from one table to another <strong>and</strong> employees at<br />

every level add some value to the file by way <strong>of</strong> adding information to it. Any automated or<br />

electronic system should be able to record the value added by each employee <strong>and</strong> also help<br />

employees in doing so.<br />

Few other factors could be summarized as below:<br />

• People found the system effective in terms <strong>of</strong> the amount <strong>of</strong> time saved to process certain<br />

requests for services at the departments.<br />

• The government <strong>of</strong>fices using the automated system have saved significant amounts <strong>of</strong> time<br />

<strong>and</strong> effort for maintaining their internal records.<br />

• The new system <strong>and</strong> a highly motivated task force at the time <strong>of</strong> implementation had<br />

changed the outlook <strong>and</strong> attitude <strong>of</strong> the government <strong>of</strong>fices to a certain extent.<br />

9. Key Learnings<br />

The DC*Suite project is currently reached a point where it was a success in terms <strong>of</strong> the services<br />

provided by the departments using the automated s<strong>of</strong>tware till date, but might become a classic<br />

case <strong>of</strong> a failed DC*Suite project due to the lack <strong>of</strong> funds <strong>and</strong> trained personnel to maintain the<br />

systems.<br />

The reasons for possible failure <strong>of</strong> the project in the near future:<br />

• Lack <strong>of</strong> funds for maintaining the hardware spread across in the <strong>district</strong>. In some cases<br />

hardware maintenance issues have taken almost a month to resolve.<br />

• Lack <strong>of</strong> trained technical personnel in each department / <strong>of</strong>fice using the system is another<br />

reason for the delay. Currently all the <strong>of</strong>fices using the systems in the entire <strong>district</strong> are<br />

dependent on the NIC team present in the Collectorate for any issues concerned with the<br />

s<strong>of</strong>tware.<br />
