7. Different modules have been developed to process different requests. Out <strong>of</strong> 20 envisages<br />

modules 11 have been already developed.<br />

8. Forms have been created for interfaces with select departments like police, banks etc.<br />

9. DC*Suite is developed in such a way that transactional specific data is segregated from the<br />

file noting part.<br />

10. MIS can be generated from the transaction specific data while the file notings get archived.<br />

11. Messaging <strong>and</strong> Collaboration facilities have also been provided to staff through intranet.<br />

12. Work on the project was started in 2003 <strong>and</strong> the project was inaugurated on 26th October<br />

2004. Presently DC* Suit is operational in Collector Office at Palakkad <strong>and</strong> at Palakkad<br />

Taluk <strong>of</strong>fice besides, being replicated four other <strong>district</strong>s in Kerala <strong>State</strong>. Application was<br />

developed by NIC <strong>and</strong> is being supported <strong>and</strong> maintained by NIC.<br />

13. The project was funded under the <strong>Mode</strong>rnising Government Program (MGP) <strong>of</strong> Asian<br />

Development Bank which was in the tune <strong>of</strong> 2.15 crores.<br />

Success factors <strong>and</strong> key takeaways<br />

1. The system has been developed keeping in mind the need for multiple implementations <strong>and</strong><br />

hence has been taken-up as a <strong>State</strong>-wide initiative.<br />

2. Change management is a continuous process. The project also involves modernization <strong>of</strong><br />

<strong>of</strong>fices <strong>and</strong> this can be considered as a reference design in the pilot project. The <strong>of</strong>fice set<br />

up includes a permanent training centre that has been created to cater to initial <strong>and</strong><br />

refresher training programs.<br />

3. The data collected in the back end modules are used for generation <strong>of</strong> MIS. This is a very<br />

great benefit as there is no manual collation <strong>of</strong> data that is needed for reporting.<br />

4. While these kinds <strong>of</strong> projects would need more time than normal for the purpose <strong>of</strong><br />

development, it has the potential to sustain benefits such as st<strong>and</strong>ardization <strong>of</strong><br />

functionality enforcement <strong>of</strong> automated processes, uniformity in design <strong>and</strong> deployment <strong>of</strong><br />

technology, change management, etc. which are key to ensuring success.<br />

5. This project is wholly funded by the Government <strong>and</strong> the full functionality has not yet been<br />

completed due to paucity <strong>of</strong> funds, though the current level <strong>of</strong> automation has the ability<br />

to provide value.<br />

6. It is also pertinent to mention that the <strong>of</strong>fice design at Palakkad collectorate can be<br />

considered as a reference model for <strong>of</strong>fice modernization.<br />
