Annexure III: Assessment <strong>of</strong> the Ahmedabad District<br />
1. <strong>Project</strong> Background<br />
Ahmedabad is the largest city in Gujarat, perhaps also one <strong>of</strong> the largest <strong>district</strong>s in the country in<br />
terms <strong>of</strong> population. The draft Census Report <strong>of</strong> 2001 estimates the population <strong>of</strong> the city itself at<br />
over 46 lacs <strong>and</strong> that <strong>of</strong> the <strong>district</strong> as approximately 58 lacs. There are 11 Talukas, one Municipal<br />
Corporation, <strong>and</strong> 15 Municipalities in Ahmedabad <strong>district</strong>. The number <strong>of</strong> citizens visiting the<br />
<strong>district</strong> <strong>of</strong>fice is also correspondingly high. The dem<strong>and</strong> for services here was more linked to l<strong>and</strong><br />
related issues. Rapid industrialization <strong>and</strong> increasing dem<strong>and</strong> for residential <strong>and</strong> commercial<br />
property has resulted in a large number <strong>of</strong> cases for Non Agricultural L<strong>and</strong> Use Permission cases.<br />
We visited Ahmedabad <strong>district</strong> on 2-3 April, 2007. We started our visit by meeting the District<br />
Magistrate & Collector, Mrs. D. Thara, who explained to us various steps undertaken by her<br />
previous collector to streamline the processes for Jan Sewa Kendra, the front end for citizen<br />
services delivery. Her emphasis was on back end process reorganization done to enable the<br />
functioning <strong>of</strong> Jan Sewa Kendra. She detailed the specific cases <strong>of</strong> Non Agriculture L<strong>and</strong> use<br />
permission, Appeal Cases <strong>of</strong> Collector court, <strong>and</strong> Inward registry computerization. She highlighted<br />
the reduction <strong>of</strong> number <strong>of</strong> days to deliver services to citizens from as high as 2-3 years to 4<br />
months in Non Agriculture L<strong>and</strong> use permission cases, manifold increase in revenue to the<br />
government due to higher number <strong>of</strong> cases being processed in the same time <strong>and</strong> online monitoring<br />
<strong>of</strong> various files, cases by the Collectorate <strong>of</strong>fice <strong>and</strong> citizens on the web.<br />
2. <strong>Project</strong> Achievements – Jan Sewa Kendra<br />
Ahmedabad <strong>district</strong> became one <strong>of</strong> the pioneer <strong>district</strong>s in Gujarat in establishing Jan Sewa Kendra<br />
(Citizen Service Centre) in January, 2004. This project had its root in an earlier attempt by a<br />
Collector <strong>of</strong> the <strong>district</strong> who tried to introduce e-Governance in the Collectorate, though in a small<br />
way. Due to problems at various levels, particularly related to funding <strong>and</strong> space, that project<br />
never took <strong>of</strong>f. The project was revised <strong>and</strong> presented in the present modified form in the<br />
conference held at Kevadiya (Narmada District) <strong>of</strong> all District Collectors <strong>and</strong> <strong>district</strong> Development<br />
Officers, under the chairmanship <strong>of</strong> Shri Narendra Modi, Hon’ble Chief Minister <strong>of</strong> Gujarat, on June<br />
28, 2003 by the then Collector, Ms. Anita Karwal. The concept <strong>of</strong> public private partnership was<br />
mentioned for the first time <strong>and</strong> it was given oral approval by the Hon’ble Chief Minister at the<br />
conference itself. The project aimed at the reengineering <strong>of</strong> structures <strong>and</strong> processes in the<br />
Collectorate to achieve the goal <strong>of</strong> good governance. The use <strong>of</strong> information technology was to be<br />
the backbone <strong>of</strong> the project.<br />
