the success <strong>of</strong> the proposed system, guidelines may be evolved <strong>and</strong> due authorization may be<br />
accorded for use <strong>of</strong> existing data.<br />
Incremental creation <strong>of</strong> citizen database<br />
As the citizen database does not exist <strong>and</strong> it needs to be incrementally created. The recommended<br />
process is to incrementally develop the data while services are rendered through fully enabled<br />
reengineered workflow processes. Once the data is built up over a period <strong>of</strong> time, the same can be<br />
utilized for an across the counter delivery <strong>of</strong> the possible services. The inference is that, creation<br />
<strong>of</strong> a citizen database may not be possible during the given schedule <strong>and</strong> cost <strong>of</strong> the e-<strong>district</strong><br />
project.<br />
Budgeting for the entire lifecycle <strong>of</strong> the e-<strong>district</strong> project<br />
The e-<strong>district</strong> project would have a lifecycle <strong>of</strong> 4-5 years, <strong>and</strong> if the funding is not budgeted for the<br />
full lifecycle, this project would be prone to failures. If the IT infrastructure <strong>and</strong> s<strong>of</strong>tware are put<br />
up during the project implementation / launch stage, with no provisions for maintenance <strong>and</strong><br />
upgradation afterwards, e-<strong>district</strong> project might not sustain over the complete lifecycle. For e-<br />
<strong>district</strong>s to be sustainable <strong>and</strong> effective, the funds should be budgeted for the entire project life<br />
cycle.<br />
Selection <strong>of</strong> application development agency (NIC/Outsourced)<br />
The Application S<strong>of</strong>tware is an integral part <strong>of</strong> project implementation. During the assessment<br />
phase, it was seen that District Authorities governed the selection <strong>of</strong> the s<strong>of</strong>tware to be deployed<br />
<strong>and</strong> the source for the same. While NIC played a role in some cases, private vendors were also<br />
involved in this process <strong>and</strong> a PPP model was devised to make the s<strong>of</strong>tware development process<br />
continual <strong>and</strong> sustainable. In light <strong>of</strong> this, due consideration should be given to the various options<br />
available for S<strong>of</strong>tware development.<br />
Localization - technologies, languages, etc.<br />
The ownership <strong>of</strong> the project will be with the District Administration. Given the regional focus <strong>of</strong><br />
the project, implementing agencies should ensure that there is very high degree <strong>of</strong> localization in<br />
the project in terms <strong>of</strong> service modes, transaction modalities, communication techniques,<br />
languages, technologies, etc. This will give the project a higher degree <strong>of</strong> adoption <strong>and</strong> recognition<br />
amongst the final beneficiaries. Since the pilot implementation will form an input towards<br />
<strong>State</strong>wide rollout, language could be used as the common denominator for ensuring consistency for<br />
this initiative. However, for some designated fields, data should also be in English so that the data<br />
can be interfaced easily to other projects <strong>and</strong> also provide value to citizen for any national /<br />
international use.<br />
