Step 3: Each petition has to be addressed within a month. If the petition does not get addressed<br />
within the time frame, department-wise pending list is generated for the review <strong>of</strong> the District<br />
Collector.<br />
Step 4: Automated reminders were being generated by the system to the various departments <strong>and</strong><br />
constant monitoring was being done by the <strong>district</strong> collector<br />
Step 5: The respective departments sent the action taken information to the Grievance H<strong>and</strong>ling<br />
cell at the collectorate, which is updated into the system. After the updation the grievance is<br />
closed by the system<br />
More than 3000 applications were received <strong>and</strong> monitored every week. This helped gain acceptance<br />
<strong>of</strong> the citizens for the e-<strong>district</strong> application<br />
Module 4: Monitoring <strong>of</strong> Developmental schemes – Currently not in use<br />
District Rural Developmental Agency (DRDA) is the direct representative <strong>of</strong> the Central <strong>and</strong> the<br />
<strong>State</strong> Government responsible for implementing the rural development schemes sponsored by<br />
Central <strong>and</strong> <strong>State</strong> Government. In Thiruvarur, <strong>Project</strong> Officer (DRDA) reporting to the Collector<br />
heads DRDA. Some <strong>of</strong> the schemes that are being implemented by DRDA are:<br />
• Indra Awas Yojna<br />
• Sampoorna Grameen Rozgar Yojna<br />
• MLA Development Scheme<br />
The bilingual s<strong>of</strong>tware is used for online administration <strong>of</strong> DRDA’s schemes as well as for<br />
accounting purpose. It enables the issue <strong>of</strong> administrative sanction <strong>and</strong> technical sanction. This<br />
enables the Collector <strong>and</strong> the PO (DRDA) to review the physical <strong>and</strong> financial progress <strong>of</strong> the<br />
projects being undertaken for the <strong>State</strong>.<br />
This S<strong>of</strong>tware was being used extensively till 2004. As the <strong>Department</strong> is facing some technical<br />
problem with the S<strong>of</strong>tware, they have starting using RAPID s<strong>of</strong>tware along with DRDA.<br />
Module 5: Monitoring <strong>of</strong> citizen beneficiary schemes<br />
The Collectorate is responsible for monitoring various social benefits schemes, like:<br />
• Old Age Pension Scheme (OAP)<br />
• Distressed Agricultural labourer’s Pension Scheme (DALP)<br />
The workflow involved under this system is as given below:<br />
• Taluk <strong>of</strong>fice receives application under each scheme<br />
• The application is forwarded to the Revenue Inspector<br />
• Status <strong>of</strong> the application is verified<br />
• Once the Tahsildar sanctions the beneficiary, the applicant’s name is automatically<br />
updated in the Beneficiaries’ Register<br />
• Every month the system automatically prints the money order in a prescribed format to be<br />
paid to each beneficiary<br />
