leadership <strong>and</strong> momentum once the District Collector was shifted. There is a need to<br />
institutionalize the system so as to make it sustainable after the project champions leave.<br />
Empowerment <strong>of</strong> the Officials <strong>and</strong> awareness among citizens <strong>of</strong> the initiatives, so that there is<br />
continued dem<strong>and</strong> for the services, would help in institutionalizing the system.<br />
The time frame for various <strong>district</strong>s indicate that it has taken 3-5 years for achieving a significant<br />
milestone, <strong>and</strong> the effort is yet not complete.<br />

It takes time to change the attitude, behavior <strong>and</strong> practices <strong>of</strong> employees <strong>and</strong> any Business Process<br />
Reengineering effort should take into account the delays on these accounts. Further, governance is<br />
a dynamic process <strong>and</strong> e-<strong>district</strong> model should provide for sufficient flexibility to address the<br />
dynamism. Ms. Karwal, former DM <strong>of</strong> Ahmedabad quoted, “it (automation at Ahmedabad <strong>district</strong>)<br />
can not, <strong>and</strong> in fact should not ever reach its logical end, because government systems are very<br />
dynamic <strong>and</strong> must change with every change in policy/approach”<br />
Use <strong>of</strong> existing databases<br />
Availability <strong>of</strong> certified <strong>and</strong> department owned MPHS data alleviated challenges like backend<br />
enablement, process reengineering <strong>and</strong> change management in West Godavari. Similarly, l<strong>and</strong><br />
related database created at Ahmedabad, helped in backend automation <strong>of</strong> Non Agricultural L<strong>and</strong><br />
Use Permission. In Thiruvarur, the l<strong>and</strong> records have been digitized, which helps the conduct <strong>of</strong><br />
annual settlement <strong>of</strong> village accounts (Jamab<strong>and</strong>hi) including recovery <strong>of</strong> current dues <strong>and</strong> arrears<br />
<strong>and</strong> preparation <strong>of</strong> Dem<strong>and</strong> Collection Balance register.<br />
The government creates many records related to citizens like Voters’ list, Ration Card Database,<br />
L<strong>and</strong> records, BPL Survey etc. The use <strong>of</strong> these different databases is to be legitimated for<br />
delivering citizen services electronically. Government support in the form <strong>of</strong> Government<br />
