• To maintain a central data record updated <strong>and</strong> used by all the departments at the <strong>district</strong><br />

level. This includes the Revenue department, Panchyati, Election <strong>Department</strong> the<br />

<strong>Department</strong> <strong>of</strong> Civil Supplies, the Police <strong>Department</strong>, Electricity companies, etc.<br />

• To create <strong>and</strong> implement a workflow management system at the back end.<br />

• To re-engineer work processes to increase speed <strong>and</strong> convenience helping citizens as well<br />

as <strong>of</strong>ficers.<br />

• To minimize the use <strong>of</strong> papers with the help <strong>of</strong> online processing <strong>and</strong> transmission <strong>of</strong> the<br />

output to respective agencies.<br />

• Faster, Efficient <strong>and</strong> Transparent services to the public.<br />

• Error-free maintenance <strong>of</strong> records using the latest technologies for easy storage <strong>and</strong><br />

retrieval.<br />

• Involvement <strong>of</strong> all stakeholders including citizens, government <strong>of</strong>ficers, as well as the<br />

technology providers for continuous upgrade <strong>of</strong> the facilities, processes <strong>and</strong> quality <strong>of</strong><br />

services<br />

The first phase <strong>of</strong> the project was to render G2C services <strong>of</strong> over 95 services including all the<br />

services stated under the Citizens’ charter.<br />

The second phase which is under process <strong>and</strong> is focused on (a) the expansion <strong>of</strong> the citizen-<br />

oriented activities to B2C <strong>and</strong> C2C areas as well as (b) the introduction <strong>of</strong> G2G facilities (incl.<br />

tracking <strong>of</strong> work in process) for efficient administration.<br />

The third phase is to address citizen services in the areas <strong>of</strong> health, education, agriculture, etc. In<br />

this manner a comprehensive <strong>and</strong> single e-<strong>district</strong> solution is envisioned at G<strong>and</strong>hinagar.<br />

The proposal for creating <strong>and</strong> establishing the Jan Sewa Kendra was prepared in January 2006 on<br />

the guidelines <strong>of</strong> the General Administration <strong>Department</strong> <strong>of</strong> the Gujarat <strong>State</strong>. Further, the <strong>State</strong><br />

Government approved the proposal <strong>and</strong> sanctioned Rupees Nine lacs. Citizens <strong>and</strong> Organizations<br />

contributed Rupees Twenty Six lacs additionally for this project. So the total project funding <strong>of</strong><br />

Rupees Thirty five lacs, was organized initially to establish Jan Sewa Kendra at the <strong>district</strong><br />

headquarters in September 2006.<br />

The criterias for the selection <strong>of</strong> the suitable vendor for establishing the Jan Sewa Kendra were<br />

technology, creativity, manpower availability <strong>and</strong> experience. M/S Peach Computers was selected<br />

as the s<strong>of</strong>tware <strong>and</strong> service vendor for Jan Sewa Kendra. M/s Peach Computers was required to<br />

develop the s<strong>of</strong>tware, provide necessary hardware <strong>and</strong> operate & maintain the Kendra’s at<br />
