With regard to the utility bill payments, technical support from the backend played a major<br />

part to ensure integrity <strong>of</strong> data <strong>and</strong> reconciliation. Extensive human intervention was<br />

necessary in the model to support this service.<br />

5. Techology <strong>and</strong> Data Digitization<br />

The business model has been translated into an <strong>of</strong>fline functional model, where the emphasis is<br />

on the ability <strong>of</strong> the local kiosk to render the required service in most circumstances. The<br />

s<strong>of</strong>tware has been developed using resources recruited via the “Sarva Shiksha Abhiyan”<br />

project. The implementation takes shape in the main database server, application server <strong>and</strong><br />

RAS server hosted out <strong>of</strong> the NIC premises. Each kiosk has a telephone connection <strong>and</strong> a<br />

modem, via which they can dial into the RAS server, <strong>and</strong> hence the NIC LAN. Technically, the<br />

following are to be noted:<br />

• Each kiosk has a Windows desktop environment. A typical Kiosk will also have a printer<br />

<strong>and</strong> sometimes, a scanner.<br />

• Each kiosk has a local database. This is Postgress SQL.<br />

• The e-Seva application is created using Micros<strong>of</strong>t Visual Basic 6.0 <strong>and</strong> has a series <strong>of</strong><br />

Forms. Depending on the service required, the service provider is trained to select the<br />

required form from the Menu, <strong>and</strong> fill in the necessary data.<br />

• As mentioned above, the Forms have been created in VB 6.0. Using the Menu, each<br />

form can be selected <strong>and</strong> displayed on the screen. Again, there are some data that can<br />

be selected using a Drop Down Menu on the forms, <strong>and</strong> others which need to be typed<br />

in.<br />

• Each <strong>of</strong> the forms will have a Submit button.<br />

• Since the emphasis is on <strong>of</strong>fline availability <strong>of</strong> data, these VB 6.0 forms are tied into a<br />

local Postgress SQL database. The table structures in these databases reflect the type<br />

<strong>of</strong> data for each form.<br />

• In order to synchronize the data with the main server, the kiosk owner connects to the<br />

central RAS server regularly (eg. Daily), <strong>and</strong> uploads the incremental data using the<br />

tools provided with the application. This uploaded data automatically updates the<br />

central database, which, in this case, is on Oracle.<br />

• Typically, one local call is all it costs to completely upload a day’s data.<br />
