Annexure IV: Assessment <strong>of</strong> the G<strong>and</strong>hinagar District<br />

1. <strong>Project</strong> Background<br />

G<strong>and</strong>hinagar is the smallest <strong>district</strong> in Gujarat <strong>State</strong> with a<br />

population <strong>of</strong> 1,334,731 as per the census <strong>of</strong> 2001. There are<br />

four Taluks / Tehsils in this <strong>district</strong>. The empanelled<br />

Consultants visited G<strong>and</strong>hinagar <strong>district</strong> on 4 & 5th <strong>of</strong> April<br />

2007. Initially the Consultants interacted with the Deputy<br />

Collector Mr. Saiyad <strong>and</strong> Jan Sewa Kendra Service Provider Mr.<br />

Haren Shash. The Jan Sewa Kendra (G<strong>and</strong>hinagar) is the front<br />

end <strong>of</strong> the e-<strong>district</strong>. The initiative <strong>of</strong> Jan Sewa Kendra is<br />

aimed for bringing efficient e-Governance at the District level,<br />

while introducing the transition from traditional governance towards paperless, place-independent<br />

governance services in planned manner. The initial implementation <strong>of</strong> the project was in the G2C<br />

arena <strong>and</strong> implemented at G<strong>and</strong>hinagar, which is the Gujarat state capital, at the initiative <strong>of</strong> the<br />

District Collector. All Taluks in the <strong>district</strong> are linked to a common data pool, through the state<br />

wide area network (SWAN). The Jan Sewa Kendra’s at District <strong>and</strong> respective taluks <strong>of</strong>fer over 95<br />

types <strong>of</strong> services to citizens. Around 400 transactions / cases are processed per day from these<br />

Kendras .<br />

The District Collector Smt. Sonal Mishra, launched this project to <strong>of</strong>fer various types <strong>of</strong> Services to<br />

people in a transparent, efficient, quick, fair <strong>and</strong> economical manner, leveraging Information &<br />

Communication Technology (ICT) application.<br />

This project was initiated with the concept <strong>of</strong> Public-Private-Partnership (PPP) in infrastructure<br />

<strong>and</strong> operations. The objective <strong>of</strong> the project was:<br />

• To <strong>of</strong>fer government-to-citizen (G2C) services <strong>of</strong> the issues covered under the Citizens’<br />

Charter.<br />

• To extend these services to cover other issues concerning health, education, agriculture,<br />

animal husb<strong>and</strong>ry, etc.<br />

• To bring governance to the door-steps <strong>of</strong> people in remote places by way <strong>of</strong> online services<br />

<strong>of</strong>fered through distributed service outlets.<br />
