Study Report on Assessment <strong>of</strong> the <strong>Mode</strong>l e-<strong>district</strong>s<br />

• There is a need to st<strong>and</strong>ardize the processes <strong>and</strong> re-focus on the e-governance initiatives<br />

by providing full commitment (Technical <strong>and</strong> Financial resources) from the state <strong>and</strong><br />

<strong>district</strong> administration.<br />

• NIC has implemented l<strong>and</strong> records <strong>and</strong> registration application in the rest <strong>of</strong> the 29<br />

<strong>district</strong>s, however in Thiruvarur the old application is still in existence. There is need to<br />

st<strong>and</strong>ardize the applications across the state.<br />

• Currently there is a regular monitoring <strong>of</strong> the e-governance activities are being done<br />

8. Critical Success factors<br />

1. Total Commitment from the <strong>Project</strong> Champion – One <strong>of</strong> key success factors for Thiruvarur<br />

e-<strong>district</strong> implementation was the involvement <strong>of</strong> the <strong>district</strong> collector <strong>and</strong> his project<br />

team in all aspects <strong>of</strong> project implementation. The <strong>district</strong> collector In Thiruvarur the<br />

<strong>Project</strong> Champion Mr. Umashankar had willingly accepted the task <strong>of</strong> Pilot e-<strong>district</strong> <strong>and</strong><br />

was involved as the Head <strong>of</strong> Functional <strong>and</strong> administrative components <strong>of</strong> the project. He<br />

had mobilised funds from various sources for implementing the project. He also created<br />

Technical team in Collectorate <strong>and</strong> was involved directly in the s<strong>of</strong>tware development. He<br />

organized many training programmes for the citizens <strong>and</strong> employees.<br />

2. In-house S<strong>of</strong>tware development- Part <strong>of</strong> the Collectorate building was converted into a<br />

s<strong>of</strong>tware development wing. Four s<strong>of</strong>tware development centres were set up in the<br />

Collectorate building <strong>and</strong> 30 programmers were recruited in these centres. 20 application<br />

packages covering many e-governance services were developed.<br />

3. Bilingual database interface – Thiruvarur had developed Tamil/English bilingual interface.<br />

The application uses a DLL which by replacing in the Windows system directory, the<br />

database interface can be changed to any other language. This helped in widespread<br />

acceptance <strong>of</strong> the application by the citizens <strong>and</strong> <strong>of</strong>ficials.<br />

4. Public Awareness – For creating public awareness by conducting 8 online public grievance<br />

redressal camps. Over 3055 citizens got sanction orders for various requirements online<br />

during these camps. During these camps, the Taluk servers were taken to third party places<br />

such as Marriage Halls <strong>and</strong> the petitions <strong>of</strong> the citizens were received there <strong>and</strong><br />

decisions/orders were issued on the spot. Majority <strong>of</strong> the citizens were below poverty line<br />

5. Continuous Training to the Officials – Training was provided to many <strong>of</strong>ficials on an ongoing<br />

basis at the <strong>district</strong> collectorate. 560 Village Administrative <strong>of</strong>ficers( VAO) , over 150<br />
